This position is in the Women Veterans Program (WVP). Program Analyst provides fact-based information to support women Veterans health care across five sites. Required to prepare and evaluate reports identifying gender-specific and gender-disparate areas for process and performance improvement; and support the WVP Manager/Leadership with planning to meet healthcare needs; and may be responsible for the identification of information needed to manage critical aspects of the health care system.
Duties
Duties include:
Outlines the direction for planning, development and management of clinic operations and access to care of assignment .
Makes recommendations based on available data, leadership inquires and stakeholder outcomes.
Organizing, planning, and ensuring execution of clinic management plans through the implementation of action plans.
Incumbent set daily priorities for assigned clinics and works with service staff to accomplish goals ad reach desired outcomes.
Documents all outcomes of their recommended action plans for future reference.
Responsible for communicating barriers to successful implementation.
Responsible for maintaining profile specific audits, findings and actions for historical purposes.
Reviews data bases daily for changes in outcomes .
Work Schedule: 8:00AM-4:30PM; Monday- Friday; Subject to change based on service needs to work schedule.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS- 07 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Planning, designing, analyzing, and submitting action plan proposals to supervisory and upper management within the service line.
Developing procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems or operating programs.
Conducting special projects or studies to analyze, evaluate, and provide recommendations on system issues or programs.
Evaluating results of audits/inspections and forwards action items to supervisory or upper management within the service line.
Providing ongoing direction and guidance to supervisory and non-supervisory staff in continuous maintenance and updating of programs and processes.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (Transcripts Required)
OR
Combination of Specialized Experience and Education: combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. (Transcripts Required)
