VA Gulf Coast Veterans Health Care System (VAGCVHCS), is a multi-divisional level 1c health care system spanning 300 miles through three states (MS, AL, FL). The program analyst will serve as member of the service line administrative leadership team providing real time insight pertaining to the balance of demand versus capacity as it relates to timely access demands, consult status, and scheduling activities. The work is complex and directly impacts health care delivery and care for Veterans.
Duties
Duties:
Provides the service chief data derived from a variety of tools, directives and reports that is relative to specialty health care practices within the service line to ensure the facility can meet the demands for access.
Utilizes a variety of tools to provide the service chief with information that he/she can use in making make/buy decisions that are strategically aligned with the facility and SecVA goals for "Greater Choice for Veterans," "Improved Timeliness" that improve the Veteran's health care experience.
Works collaboratively and collegially across service lines to forecast impacts to budget or patient care, to develop action plans and to execute timely plans.
Responsible for providing information on all aspects of the action plan to service leadership to outline the direction for the planning, development and management of clinic operations and access to care in area of assignment.
Makes recommendations based on available data, leadership inquiries and stakeholder outcomes for patient.
Responsible for patients' access to timely healthcare delivery for assigned clinics by organizing, planning, and ensuring execution of clinic management plans through the implementation of action plans.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the facility.
Telework: VA supports the use of AD HOC telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. AD HOC Telework eligibility will be discussed during the interview process. AD HOC Telework is for a highly qualified applicant to be determined by supervisor based upon facility needs. - Subject to change based upon facility needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience in data gathering and analysis in the educational process.
Experience processing and reviewing documents.
Advises on medical record documentation questions.
Experience utilizing electronic systems to gather, review, input, update, access, organize, process, and maintain information for use in litigation and or to accomplish time or case management functions.
Experience in data audit, analyzing, and recommendation related to HER documentation and appointment scheduling.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or L.B. or J.D., if related.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. Combination of specialized experience as described above and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to perform work of the position. However, there may be some walking, bending, standing, carrying of light items such as papers and books. No special physical demands are required to do the work.
