Duties

Plan, manage, and develop the Agency Substance Abuse Prevention Program (ASAP) preventative education, reduction, and urinalysis program. Conduct urinalysis for Soldiers, Cadets and DA Civilians and management of the Cadet Summer Training drug testing mission. Serve as the primary instructor and Installation Biochemical Testing Collection (IBCT) qualified to meet requirements to certify individuals as Unit Prevention leaders (UPL). Notify and is an advisor to local commanders regarding individuals identified positive for legal/illegal drug use during a random urinalysis testing event. Serve as the AFAP/AFTB Program Manager responsible for duties pertaining to financial management, program administration, accountability, program management, issue management, and coordination of AFTB/AFAP.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a Secret security clearance and access.
  • This position requires that the employee occasionally travel away from the normal duty station up to 25% of the time.
  • May be required to work other than normal duty hours, which may include overtime, evenings, weekends, and/or holidays.
  • One year trial period may be required.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service which include (1) Provide guidance on delegated family advocacy program (FAP) and Army Substance Abuse Prevention (ASAP) Program areas. (2) Ensure assistance is provided in compliance with implemented policies and regulatory standards for the FAP and ASAP program, and (3) Execute a training program for Family Service Coordinators (FSC) and Unit Prevention leaders (UPL). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). You will be evaluated on the basis of your level of competency in the following areas: Integrity/HonestyPartneringPlanning and EvaluatingTechnical CredibilityWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education

Degree: behavioral or social science; or related disciplines appropriate to the position. (TRANSCRIPTS MUST BE ATTACHED)
OR
Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (TRANSCRIPTS MUST BE ATTACHED)
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (TRANSCRIPTS MUST BE ATTACHED)
