Duties
This position is located within the Department of the Interior (DOI), Bureau of Ocean Energy Management (BOEM), Pacific OCS Region, POCS Reg Renewable Energy Section, duty stationed in Camarillo, CA.
At the full performance level (GS-14) the major duties of this position include but are not limited to the following:
1. Responsible for coordinating renewable energy projects in the Pacific Region. Work is accomplished though combined technical knowledge and administrative direction of others.
2. Identifying key stakeholders at a program level and designs outreach efforts to engage these stakeholders in addressing broad (State and regional) opportunities or constraints to the consideration of renewable energy projects.
3. Identifying and proposes resolutions for policy issues related to the renewable energy program. Analyzes options and recommends course of action for regional, bureau, or departmental decision making.
4. Participating in the identification and design of studies for the regional renewable program. Prepares and delivers papers at professional conferences for the purpose of communicating BOEM renewable energy program elements and policies.
5. Reviewing and analyzing directives, regulations (current and proposed), and legislative proposals from an OCS program perspective and provides management with analysis of implication of such proposals on regional, BOEM, and departmental activities.
6. Performing the full range of supervisory duties including, but not limited to: duties/plan/assign work and evaluate accomplishments; review and approve serious disciplinary actions; find/implement ways to promote production, team building, and improve business practices.
Telework:
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Travel:
You may be expected to travel for site visits, meetings, training, and conferences.
Salary Range Information:
GS-14: $142,094 - $184,725
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available.
This vacancy is also announced as BOEM-MMNN-24-FS-067(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.
Qualifications
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience:
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Serving as an expert in an organization regarding development of renewable energy projects;
2. Advising leadership on potential impacts of energy resource management policies and programs;
3. Conducting reviews and analyses for renewable energy projects under any of the following; OCS LA (Outer Continental Shelf Lands Act), National Environmental Policy Act, Coastal Zone Management Act, or Endangered Species Act;
4. Collaborate with external and internal stakeholders with interest in programs or projects regarding renewable energy.
