Duties
This position is located within the Department of the Interior, Safety and Enforcement Branch in Washington DC, Sterling, VA, Camarillo, CA, Jefferson, LA and Houston, TX.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
Advise staff to provide analyses of civil penalty and enforcement issues to senior management. These analyses can span all aspects of BSEE's responsibilities and operations relating to safety and enforcement on the OCS.
Analyze civil penalty and enforcement program and policy issues. In this role the incumbent may also make recommendations regarding data to be used in the revision of policy and program options and initiatives for consideration by BSEE.
Ensure that all business processes within BSEE's enforcement spectrum are documented in a manner that allows for flexibility, and practical uses.
Review relevant safety and offshore industry regulations and standards as it pertains to performance metrics and participate in meetings on compliance issues related to offshore oil and gas exploration and development. Information from the meetings will be transmitted back to the staff and management.
Serve as an Agency liaison to other agencies on workgroups and at meetings where civil penalties, policy and program implementation is discussed.
Serve as the chair, task leader, or lead SED member in enforcement program and policy for technical committees, task forces, and at other meetings where civil penalties, data analysis and compliance knowledge may be required.
Develop and maintain contacts with key government and private sector groups and individuals involved in the management and regulation of BSEE and related programs.
BSEE has determined that the duties of this position are suitable for telework with supervisory approval.
Duty Station Salary Rate Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. Please note this position is not remote.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying.
GS-13 Specialized Experience
To qualify for the GS-13 grade level, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Actively participating in collaborative policy development related to program enforcement, regulatory compliance assurance, appeals processes and/or settlements;
2) assisting with internal and/or external stakeholder engagements, workgroups, trainings, and/or summits; and
3) contributing to a system-wide programmatic analysis. Must meet all to qualify.
GS-14 Specialized Experience:

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. 1) Actively participating in collaborative policy development related to program enforcement, regulatory compliance assurance, appeals processes and/or settlements;
2) leading internal/external stakeholder engagements, workgroups, trainings, and/or summits;
3) leading collaborative team efforts in programmatic analysis; and
4) presenting training and/or formal presentations based on data analysis or team reports to senior leadership, internal or external stakeholders or customers. Must meet all to qualify.
