Duties

This position is located within the Department of the Interior (DOI), Bureau of Ocean Energy Management (BOEM), Pacific Regional Office, in Camarillo, CA. The position of Chief, in the Renewable Energy Section permits the effective accomplishment of the Pacific Regional Office's responsibilities relating to renewable energy development and production functions and requires performance of a diverse range of highly complex duties necessitating the exercise of the independent judgment. At the full performance level (GS-14) the major duties of this position include but are not limited to the following: The incumbent is responsible for coordinating renewable energy projects in the Pacific Region. Work is accomplished though combined technical knowledge and administrative direction of others. Synthesizes data using qualitative and quantitative techniques, assess the quality of procedures and techniques to correct for errors and improve results for geologic observations, computations, and measurements. Identifies key stakeholders at a program level and designs outreach efforts to engage these stakeholders in addressing broad (State and regional) opportunities or constraints to the consideration of renewable energy projects. Identifies and proposes resolutions for policy issues related to the renewable energy program. Analyzes options and recommends course of action for regional, bureau, or departmental decision making. Participates in the identification and design of studies for the regional renewable program. Prepares and delivers papers at professional conferences for the purpose of communicating BOEM renewable energy program elements and policies. Reviews and analyzes directives, regulations (current and proposed), and legislative proposals from an OCS program perspective and provides management with analysis of implication of such proposals on regional, BOEM, and departmental activities. The incumbent performs the full range of supervisory including, but not limited to plans/assigns work and evaluates accomplishments; reviews and approves serious disciplinary actions; finds/implements ways to promote production, team building, and improve business practices. Salary Information GS-14 $142,094- $184,725 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. Relocation incentives may be authorized in accordance with applicable regulations. PCS is not authorized.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: MUST MEET ALL. 1. Serving as an expert in the organization regarding siting of renewable energy projects and advising leadership on potential impacts of energy resource management policies and programs; 2. Conducting reviews and analyses pursuant to the OCS Lands Act, National Environmental Policy Act, Coastal Zone Management Act, and/or Endangered Species Act; 3. Collaborated with external and internal stakeholders with interest in programs or projects regarding renewable energy.
