The Transportation Specialist is in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Mission Support (OMS). This position serves as Transportation Specialist within the Administration Division and provides expert technical advisor to management on the evaluation of the effectiveness of VBA Fleet program
Duties
Specific duties include:
Serves as Transportation Specialist and expert technical advisor to management on the evaluation of the effectiveness of VBA Fleet program.
Supports VA's regional office-level Fleet Management core force. Coordinates meetings, establishes agendas, participates in the activities of subcommittees, and prepares periodic reports on the progress of the regional office acquisitions/disposals of vehicles.

Evaluates the effectiveness of established policies, the efficiency of operations, and identifies any other key contributing factors that serves to generate the problem or issue.
Develops recommendations for the improvement of the organization's fleet management program.
Maintains liaison with VA proponents and other officials to advise them on and assist them with the interpretation of policies, procedures, and standards.
Coordinates with officials of other agencies to obtain and present information on significant fleet matters of mutual concern identified during the processing of cases for fleet.
Develop more effective operational procedures, to resolve difficulties, to maintain cooperative and good working relationships among the various elements of VBA.
Writes and present short reports, summaries and presentations for staff and management and briefs senior management.
Participates in senior-level management meetings to provide assistance in the development of policy and program initiatives. Makes every effort to resolve programmatic or problematic issues or concerns.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:05/06/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

Education
Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Experience
General Experience (for GS-5 positions): Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations.
Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.
Specialized Experience: In addition to meeting the IOR listed above, you must also have one year (52 weeks) of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
GS-13 Grade Level:
Specialized Experience: Experience equivalent to the GS-12 level in the Federal service related to Fleet program, and administrative issues directives that supports VBA Central Office and the regional offices. Examples of specialized experience include:
Experience in mastery of current federal laws, regulations, and national policies and mandates that pertain to alternative fuels use and alternative fuel vehicle acquisition; fleet acquisition, management, performance, and disposal; and fuel consumption related to Executive Order (EO) 13423, Strengthening Federal Environmental, Energy and Transportation Management; the Energy Policy Acts of 1992 and 2005; and the Energy Independence and Security Act of 2007; Part 102-34 of title 41, Code of Federal Regulations; other
related federal laws, regulations and national policies and mandates as they are executed; and other seminal guidance (such as Department of Energy (DOE) guidance and GAO reports)
Experience in analytical, quantitative, and evaluative concepts and methods for assessing and supporting implementation of a Fleet Management Program.
Experience in knowledge of analytical and evaluative methods regarding the legislative and budget processes as they relate to the fleet management program.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
