This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Product Support Manager (PSM) for the assigned acquisition program reporting directly to the Program Executive Officer, Program Manager, or Product Manager. This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.

Duties

Provide overall direction and guidance for the development and implementation of a comprehensive product support strategy for the materiel system throughout the system life cycle. Establish the goals of the organization by planning, directing, and controlling the allocation and utilization of all authorized resources. Evaluate the effectiveness of resources and redirects efforts by revising priorities between product support arrangements as necessary to ensure efficient and economical management. Provide overall direction and guidance for the development of Life Cycle Sustainment Plan (LCSP), system training materials, product support manuals, material release/type classifications, and other programmatic documentation. Plan, organize, and direct the product support team operations of the functional unit. Provide daily guidance and direction to multi-functional team of product support SME’s.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
  • Must be able to obtain and maintain a Secret clearance.
  • A one-year probationary period may be required.
  • This position requires occasional temporary duty (TDY) travel up to 25% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logisitics Certification within 48 months of entrance on duty.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of experience which includes: 1) Experience with New Materiel Fielding, New Equipment Training, Field Support Services, and unique vehicle installations 2) Managing program budgets through forecasting, programming, planning and execution of various types of sustainment funding; and 3) Developing, review and/or management of contracts (to include, but not limited to Performance Work Statements/Statements of Work (PWS/SOW), Procurement Work Directive (PWD), Contract Data Requirements List (CDRL), Independent Government Cost Estimates (IGCE) and assessment of deliverables). This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
