This position is part of the Office of State and Community Energy Programs, Department of Energy. As a Management and Program Analyst (WAP Project Officer), you will be serving as an analyst and/or advisor to management on the evaluation of the effectiveness of a substantive program and its operations or a key segment of a broader major mission critical program within a DOE program office.

Qualifications
GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting of the following:
Conducting outreach and engagement with community members and other stakeholders to gather input and inform policy or program design to address stakeholder needs; AND
Utilizing oral and written communication skills to 1) establish and maintain relationships with internal and external stakeholders especially those in disadvantaged communities, and 2) distill and convey complex information for audiences with differing levels of expertise; AND
Supporting technical assistance programs (ie tools, trainings, data), either as a provider or a user, that support local governments or communities in advancing energy, climate or sustainability work.

Specialized experience for this position is defined as meeting of the following:

Engaging with technical assistance programs (ie tools, trainings, data), either as a provider or a user, that support local governments or communities in advancing energy, climate or sustainability work.
Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
If selected at the GS-12 grade you may be non-competitively promoted to GS-13 without competition at the discretion of management and meeting time in grade requirements.
