This position is in the Health Professions Education (HPE) Office (HPEO) and is supervised by the HPE Manager with oversight provided by the Associate Chief of Staff/Education, Designated Education Officer (DEO), who reports to the Chief of Staff (COS). This position supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by Health Professions Trainees (HPTs) at the VA medical facility.

Duties

This announcement will close on 05/03/2024 , or once the first 50 applications have been received. Major duties include but are not limited to: Completes and reviews the monthly EARs consolidation and calculations to ensure accurate educational activity reimbursement. Works directly with the VA HPE site and program directors to collect required documentation of didactic, call, conference and leave schedules for reconciliation with the affiliate invoice. Accesses online IT learning management systems used by the affiliate to verify HPT training schedules (such as New Innovations, MedHub, or other). Responsible for representing the VA and producing data and/or documentation to external stakeholder groups including affiliate/disbursing agent's fiscal office, OAA for cause or consultative site visits, Office of Inspector General (OIG), Government Accountability Office (GAO), and VHA Enterprise Risk Register. Assesses Veterans Equitable Resource Allocation Education Support Supplement (VESS) funds to provide recommendations for utilization and strategies to increase facility level allocations; insufficient labor mapping for protected educational time for clinical education activities for education leaders (DEOs, Program Directors and VA Site Directors) as required by VHA Directive 1065, Productivity and Staffing Guidance for Specialty Provider Group Practice, results in negative impacts to VESS funding. These funds may be used to improve and maintain infrastructure to host clinical training programs. Provides subject matter expert knowledge of VHA Handbook 1400.05 and the Resident Disbursement Procedures (ReDPro) SOP; serves as the facility EARs champion on training, national Office of Academic Affiliations (OAA) calls, and surveys. Manages the special purpose academic fund from Office of Academic Affiliations (OAA) and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. for presentation to facility leadership, Office of Academic Affiliations (OAA), or academic organizations using graphs, flowcharts, and other techniques. Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, Office of Academic Affiliations (OAA) reports, or special projects. Facilitates performance measure goals by developing studies and evaluations for suspense items, accreditation standards, needs assessments/surveys, white papers, academic presentations, grant proposals, and special purpose budgetary requirements. Advises Health Professions Education (HPE) management and Office of Academic Affiliations (OAA's) informed decision-making processes with the research, collection, compilation, analysis, presentation, and management of data and Health Professions Education (HPE) program information. Collects, consolidates, and provides analysis of data to prepare justifications for FTE, funding, and budget planning purposes; evaluates trends and provides recommendations for further analysis for future planning. Data sources may include but are not limited to Pyramid analytics, Consolidated Data Warehouse (CDW), VHA Support Service Center (VSSC) Capital Assets, or other VA/affiliate platforms. Research and troubleshoot reconciliation issues to identify and recommend resolution. Provides clarity and education on these complexities to internal and external stakeholders as needed. Receives applicable clinical and educational (work hours) activity record data from clinical services with HPT rotations covered under a DA. Receives invoices from the academic affiliate institution and facilitates reconciliations between the VA HPE service/section and the affiliate academic and finance offices. Reviews and adjusts clinical and educational activity record data (work hours) documents to reflect accuracy in attendance, leave and calculations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For the GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS 0671 occupational series, applicants MUST possess one of the following: Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to possessing the Individual Occupational Requirement (IOR), you must possess one year of specialized experience equivalent to the next lower grade level in the normal line of progression for the occupation in the organization. Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Knowledge of health care operations and Health Professions Education (HPE) clinical academic program requirements, schedules, rotations, qualifications, accreditation, and onboarding practices to efficiently and effectively appoint, onboard, and prepare HPTs for delivering Veteran care at the facility. Knowledge of issues, policies, and objectives of VA and Office of Academic Affiliations (OAA). Conduct studies or recommend improvements, streamline administrative operation methods, consolidate processes, functions, forms, gathers information, identifies and analyzes issues. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PH.D. or equivalent degree OR 3 full years of progressively higher-level education leading to such a degree OR LL.M, if related. Education must be in a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Note: You must attach a copy of your transcripts.) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or graduate degree level. Specialized Experience for GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Analyze, evaluate, administer, and advise on Health Professions Education programs and associated special purpose resource allocations. Troubleshoot issues, analyze problems, make recommendations, enact process change and participate in planning for Health Professions Education programs of the medical facility, academic affiliates and Office of Academic Affiliations . Collecting, compiling, analyzing, tracking, and reporting data for a wide variety of audiences internal and external to VA. Ability to use VHA data sources such as pyramid analytics, CDW, VSSC and other VA or affiliate platforms. Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.
