This position is located within Veterans Health Administration (VHA), VA Mid-Atlantic Healthcare Network (VISN 6) at the Durham VA Medical Center located in Durham NC. The incumbent serves as a Capital Planning & Activations Senior Strategic Planner and reports to the Chief Capital Planning and Activations.
Duties
Major duties include, but are not limited to:
Conducts and participates in stakeholder-involved working groups, while creating ideas or analyzing planning projects for consideration by the Executive Leadership Team (ELT) and VHA and VA National Development Program Level approval.
Coordinates multidisciplinary teams to support major and minor initiatives construction projects, facility realignments, new and expiring lease, while developing partnerships with other Veterans Affairs (VA) or Department of Defense (DoD) facilities or agencies.
Serves as the executive level facility and planning subject matter expert for the DVAHCS Master Planning, in addition to functioning as the facility specialist for Strategic and Operational Plans, revising facility master plans as necessary.
Evaluates workload and demographic data with VSSC expertise to determine the future healthcare needs of the patient population and the relationship between these needs and the DVAHCS Strategic Plan, and develops a supporting Facility Master Plan, functional space layout, and utilization for all DVAHCS operating units and workspaces.
Conducts and directs specific studies and assessments of complex challenges pertaining to personnel needs (FTEE), space and equipment use, organizational alignment, planning, and other areas of interest to the DVAHCS ELT and VISN SLT, while providing solutions and implementing and tracking improvement.
Collaborates with the Chief Engineer and Interior Designer for space activation coordination. Assists in preparing information used in senior management planning meetings and other special projects and planning activities.
Partners with Engineering, Interior Design, or contracted design services in the preparation of complete design packages and assist in the provision of a full spectrum of engineering/architect services in support of the Department of Veterans Affairs' design and construction program.
Performs the administrative and personnel management functions relative to staff supervised. Established guidelines and performance expectations for staff, which re clearly communicated through the formal employee performance management system.
Plans work to be accomplished by subordinates and sets and adjusts short-term priorities. Prepares schedules for completion of work, which frequently involves intricate coordination with other services for complex, time-sensitive projects.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm EST

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirements for Health System Administration Series 0671: To qualify for this position, applicants must meet the basic requirements as described below:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcripts Required). OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the basic requirements, applicants must meet one year of specialized experience at the next lower grade level to qualify at the GS-13 grade level.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive knowledge of the theories, principles, practices and techniques involving program activities within a complex health care delivery system; skill in applying analytical and evaluative methods and techniques to issues related to the efficiency and effectiveness of program operations performed by administrative, technical, and professional personnel and providers; ability to plan, organize, and direct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of medical facility health care services, using both quantitative and qualitative measures; ability to effectively communicate both orally and in writing with professional, administrative, and technical personnel at all levels.
