This position is in the Health Professions Education (HPE) Office (HPEO) and is organizationally aligned and supervised by the Associate Chief of Staff for Education, Designated Education Officer (DEO), who reports to the Chief of Staff (COS). This position supports the DEO responsibilities for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.

Duties

Major duties include but are not limited to: Creates team-based quality improvement plans, including definition of goals, utilizing performance measures, appropriate analysis tools and total quality improvement methods. The position utilizes indicator systems to monitor productivity, incorporating Office of Academic Affiliations (OAA) measurements as necessary. The position will monitor performance through the development and application of appropriate measures. Supervises special projects and project management planning to include program analysis and evaluation. This pertains to the research, investigation and completion of comprehensive studies relating to the efficiency of facility Health Professions Education program operations; formulation of project methodology and identification of the operational and analytical techniques for the accomplishment of the project objective; and reviewing legislative regulatory and budgetary proposals relating to the assigned areas. The Designated Education Officer (DEO) will task the position to compile data from multiple sources, including academic affiliates, to evaluate programs and processes, development of new initiatives, etc. Identifies and resolves complex resource, regulatory, and program issues with academic affiliates, affiliate federal partners, facility and VISN staff, and Office of Academic Affiliations (OAA). The position develops policies and procedures for use by subordinate staff to prepare allocation plans and compliance and resource reporting. Assists the Designated Education Officer (DEO) in managing special circumstances to include Accreditation Council for GME (ACGME) and other Health Professions Education profession-specific accreditation issues, Office of Inspector General or Government Accountability Office (GAO) audits, TJC surveys, patient and trainee safety incidents, Office of Academic Affiliations (OAA) site visits, and Health Professions Trainees (HPT) conduct or performance issues. Reviews and ensures that minimal qualifications and credentials are met by Health Professions Trainees coming to VA for academic programs as attested to by the Trainee Qualifications Certification Verification Letter (TQCVL) and ensures secure filing of these documents. Actively participates in and leads meetings, conferences, committee and council sessions, and other forums to facilitate communication and coordination with initiative stakeholders, including VA clinical training program/site directors, the health care community, academic affiliates, and health profession regulatory organizations. Oversees all functions related to the administration of Health Professions Education funding, accreditation, appointment process, and affiliate relationships in accordance with VHA directives, handbooks, policies, memos, and notices; The Joint Commission (TJC) Standards; and accreditation standards for multiple health professions. Develops, reviews and revises, as needed, medical facility standard operating procedures, policies to ensure compliance with VA and Office of Academic Affiliations (OAA) policies (1400 series directives). Provides technical consultation and editorial review of initiative related Health Professions Education proposals, white papers, issue briefs, manuals and other materials that will be distributed both in and out of VA. Develops special studies, reports, and presentations for use within and outside of VA (affiliates, accreditation, professional journals, and regulatory bodies). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS 0671 occupational series, applicants MUST possess one of the following: Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the above IOR requirement, applicant must also meet the following GS-13 grade requirement. GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of health care service administration, continuous quality improvement, data analysis, health care principles, and practices; budgeting, planning, and labor/union relationships. Ability to write reports that accurately reflect findings and recommendations related to program management activities and status. Knowledge of regulations and standards of various regulatory, accrediting, and credentialing groups and ability to reconcile contradictory requirements in preparing recommendations. Knowledge of pertinent laws, regulations, as well as VA and VHA policies related to implementation of VHA academic affiliation programs, such as Human Resources (HR) and personnel security requirements to onboard Health Professions Trainees (HPTs). Excellent writing skills and ability to develop concise, yet accurate responses to regulatory bodies, Congressional, White House and/or Judicial inquiries. Skill in using information management and analysis software, including spreadsheets, as well as graphic, presentation, and flowcharting software. Extensive knowledge of program development and delivery methodologies and techniques to manage, identify, evaluate, recommend, and implement Health Profession Education (HPE) program strategies. . Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Work may be performed in a clinical setting to observe program operations and trainee work environments. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. There may be a certain amount of pressure due to time constraints. There is extensive use of computer systems. Occasional travel including site visits to other VHA field sites and academic affiliates is required. Work Environment: The work is performed in a typical office environment within a clinical setting. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the position to various resultant environmental changes.
