This position is located in the Office of Enterprise Risk Management, Office of Inspector General (OIG/FO/ERM). The Office of Inspector General (OIG), has statutory oversight responsibility covering the Department of State and the United States Agency for Global Media, and the U.S. section of the International Boundary and Water Commission (USIBWC). OIG has the duties, responsibilities, and the powers and authorities of inspectors general under the Inspector General Act of 1978 (IG Act).
Duties
Serves as the recognized authority in the analysis, development, and evaluation of OIG/FO/ERM policies and procedures.
Oversees policy development, review, and management of all enterprise-wide policies and procedures issued by OIG.
Coordinates resolution of identified conflicts and inconsistencies between enterprise-wide policies and procedures and component office-specific policies and other implementing documents.
Plans, performs, and leads comprehensive studies and analyses designed to evaluate and, where possible, improves OIG’s policy program and practices.
Researches and develops new policies and procedures and initiates revisions in existing documents to ensure integration of ERM with operations risk management.
Develops response plans for priority risks and coordinates with the budget process so decisions can be made to fund the necessary activities, initiatives, or controls.
Collaborates with the RM Manager to integrate ERM with the evaluation of risks associated with the delivery of specific program, functional, or operational objectives.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience with policy development and concepts to coordinate policies and procedures.
Experience developing and recommending improvements to policies, programs, and practices where possible to ensure organizational components are properly guided in carrying out essential policy and risk management responsibilities.
Experience using project planning and management concepts to manage project resources to meet objectives.
Experience with policy development and concepts to coordinate policies and procedures.
Experience in using oral, written, and visual methods of communication and skill in preparing and delivering technically authoritative and persuasive position papers, recommendations, and assessments of complex technical and project administrative issues; and to articulate complex data and analyses in a simple fashion and with precision to professionals within Federal Government agencies and/or private industry.
There is no substitute of education for specialized experience for the GS-14 position.
NOTE: Applicants must meet time-in-grade and time after competitive appointment grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
Time-In-Grade Requirement: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
