The primary purpose of this position is to function as the AMC Passports and Visa Office to provide Official Passports and Visas (military or civilian) in support of AMC's global mission, during peace time and contingency conditions. This position also supports all Air Force Reserve and Air National Guard units under AMC's operational control.

Duties

Employee serves as passport and visa specialist with responsibility in directing the work operations be carried out in the Air Mobility Command (AMC) Passport and Visa Office. Serves as the primary source of information for individuals, commanders, and other personnel regarding passport and visa application policies, procedures, and requirements. Provides guidance's from the Foreign Clearance Guide and applicable travel regulations concerning entry and exit requirements. Serves as the Passports and Visa specialist for AMC and associated Air Force Reserve and National Guard units and civilian personnel in support of operational readiness and Special Air Missions.

  • Person must be able to obtain and maintain a secret security clearance.
  • Duty hours may be adjusted to meet short notice mission requirements requiring passport/visa support.
  • Position requires the Employee to drive in the performance of their duties.
  • Employee must display a high degree of tact and interpersonal relations in dealing with other units, foreign embassy officials, and high ranking U S government officials on a daily basis.

  • Employee is required to complete training with the Department of State and U S Army Service Center for the Armed Forces Passport/Visa Division prior to being certified by DOS as a passport agent.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of provisions of laws, treaties, rules, and regulations pertaining to birth, identity, and citizenship matters concerning the examination and adjudication of applications for passport. Knowledge of provisions that govern entitlement to diplomatic and official passports on regular and exceptional bases and knowledge of agreements with other countries as they apply to entitlement to such passports. A thorough understanding of foreign embassy operating schedules and how to contact mission POC's, Department of State (DoS) service desks, or appropriate individuals/agencies required to secure visa authorizations on short notice. Knowledge of certain provisions of immigration and naturalization laws and regulations covering legal entry into the United States, residency, and other requirements as they apply to acquiring and retaining U.S. citizenship. Understanding of DoS, DOD, AF, and AMC policies and practices for Passport Agents in order to develop and conduct training to a continually changing staff. Knowledge in the application of various laws, court decisions, and agency determinations and interpretations, rules regulations, policies and procedures that pertain to the administration of passport issuance programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of provisions of State and foreign laws as they apply to such issues as marriage, legitimation, adoption, and child custody. Knowledge of provisions that govern entitlement to diplomatic and official passports on regular and exceptional bases and knowledge of agreements with other countries as they apply to entitlement to such passports. Knowledge of certain provisions of immigration and naturalization laws and regulations covering legal entry into the United States, residency, and other requirements as they apply to acquiring and retaining U.S. citizenship. Knowledge of the functions, policies, systems, procedures, and processes employed by headquarters and passport offices in the issuance of passports. Skill in interpreting and explaining the requirements for obtaining a passport and advising on sources and types of documentation needed to establish proof of citizenship, residence, and identity. Skill in questioning a variety of applicants and others to ascertain facts and the veracity of statements, evidence, and representations. Skill to uncover the probability of a fraud without alerting persons to the purpose of the inquiries. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
