This position is in the Planning, Programs and Project Management Division (PPPMD). PPPMD is responsible for the development and execution of program budgets for general investigations (studies and pre-construction design work), general construction (projects in construction), operation and maintenance, flood control and coastal emergencies and general regulatory appropriations. PPPMD project managers lead multi-disciplinary teams to study, design, construct and maintain the district's projects.
Duties
Lead and supervise a team of Program Analysts involved in scheduling, allocating, executing, and monitoring funds across the diverse set of accounts, missions, and programs within Portland District.
Maintain primary responsibility for monitoring and reporting the financial execution of the District’s civil works programs.
Interpret civil works programming and budgetary directives and formulate instructions.
Provide regular updates (monthly, or more often when needed) on scheduled and actual fiscal performance for each funding account, and for specific programs when requested.
Conduct quality assurance and quality control activities to ensure proper completion of necessary tasks.
Ensure that all available or programmed funds are scheduled for obligation.
Requirements

Specialized Experience: One year of specialized experience which includes 1) Applying quantitative methods sufficient to plan, monitor, and report fiscal performance; 2) Applying knowledge of budget execution sufficient to prepare, review, and consolidate fiscal year financial objectives; and 3) Evaluating program changes and manpower requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
