Duties
You will serve as the Consolidated Afloat Networks and Enterprise Services (CANES) PAPM in support of the PMW 160 Tactical Networks program office within PEO C4I.
You will lead a geographically-diverse team of Assistant Program Managers (APMs), Project Managers, and other personnel to support acquisition processes.
You will be responsible for the oversight of requirements definition, research and development, integration, testing, training, production, installation, contracting, budget planning and execution of assigned programs.
You will be responsible for coordinating with Fleet Readiness Directorate (FRD), NAVWAR 4.0/5.0, Platform PMWs, and TYCOMs/Fleet.
You will demonstrate knowledge of all policies, instructions, guides, and tools used to develop, deliver, and sustain information warfare capabilities on ship and submarine platforms (e.g., JFMM, NMP).
You will be responsible for managing cost, schedule and performance of a portfolio of acquisition efforts, lead a team of APMs and other personnel to support acquisition processes.
You will prepare program budget estimates, develop work breakdown structures, build program schedules, perform contract planning and coordinate post-award activities.
You will effectively lead, integrate, and coordinate disparate functional groups and develop a cohesive team capable of successfully handling complex problems.
You will communicate program information across the PEO and other relevant organizations to facilitate leveraging opportunities, and work across both product based and platform based programs to ensure optimal use of resources.
You will incorporate industry and government best practices to enhance efficiency and cost effectiveness, exercise civilian leadership principles in carrying out assigned duties, and coaching and counseling subordinates.

- This position requires a Secret security clearance with the ability to obtain and maintain Top Secret/SCI.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

- The salary range above represents all positions within the pay band, including higher responsibility positions. Based on responsibilities of this position (Tier 2), total adjusted salary may be capped equivalent to GS 14 Step 10 (currently $180,931)
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience leading a large and geographically-diverse team of Assistant Program Managers (APM), Project Managers, and other personnel to support acquisition processes. The duties of this position include the oversight of requirements definition and management, research, design and development, integration, testing, logistics, training, production, installation, contracting, budget planning and execution of assigned programs. Coordination with the Fleet Readiness Directorate (FRD), NAVWAR competencies, Platform and Product PMWs, OPNAV, ASN RDA, and TYCOMs/Fleet stakeholders will be important to execute efforts along with knowledge of all policies, instructions, guides, and tools used to develop, deliver, and sustain information warfare capabilities on ship and submarine platforms (e.g., JFMM, NMP).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
