About the Position: This is a Management and Program Analyst position with the USACE, Little Rock District, Programs and Project Management Division. This position is located in Little Rock, AR. The position will be filled at either GS-0343-09 or GS-0343-11 grade level; The position of GS-0343-09 is developmental with promotion potential to GS-11 grade level.

Duties

You will provide Resource Management (RM) support with current and out year revenue budget. You will consolidate, review, and prepare in depth analyses and recommendations of one or more of the functions. You will serve as a point of contact (POC) and has responsibility for coordinating and/or preparing the annual operating budget. You will be responsible for program level monitoring and controls for all programs to include preparation and analysis of programmatic information. You will prepare a wide variety of program reports for upward reporting, monthly program status reviews, and other program data calls

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify for the GS-11: Specialized Experience: One year of specialized experience which includes 2 of the 3 of the following: 1) tracking revolving fund account balances OR 2) conducting analytical and technical review of program functions OR 3) Prepares a wide variety of project management reports for upward reporting. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GS-011: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
