This position is located in the Support Services Division of the Buffalo, NY VA Regional Office. The incumbent ensures adequate administrative support regarding supplies, Personal Identity Verification (PIV), mail room, facility, fleet, and property management.

Duties

Implement equipment/space policy for the Regional Office. Work with the Support Services Supervisor and the Administrative Officer to ensure surveillance, evaluation, and planning for efficient utilization of space based on organizational needs. Participate in project review meetings, teleconferences, and design change management meetings. Serve as the liaison with General Services Administration (GSA) officials on acquisitions, maintenance, improvements, and release of space. Prepare and revise floor plans, maintains space control records, drafts new or updated directives, and furnishes advice on space availability and arrangement. Conduct analyses to determine facility requirements based on organizational needs, service deficiencies, and appropriate resolutions to identified issues. Collaborate with the Support Services Supervisor to provide budgetary input based on plans for new construction, building alteration projects, additional building maintenance requirements, etc. Perform property management duties such as equipment needs analysis, maintaining records, service received, service deficiencies, equipment received and excessed Ensure PIV cards are produced and issued to all permanent or temporary employees and contractors in accordance with PIV requirements Oversee the day-to-day functions of the Fleet Management Program. Assist in coordinating building security with GSA building management, Federal Protective Services (FPS) security personnel, VA Police and / or other security personnel.

The Office of Personnel Management's (OPM's)Individual Occupational requirements and/or group qualification standards covering white collar occupations in the Federal competitive service can be found: Here The Support Services Administration series requires that all applicants meet both the Basic Requirement per the Individual Occupational Requirement (IOR) AND the Specialized Experience as required for grade level GS-11 as described below: Basic Requirement: Specialized Experience (for positions above GS-5): One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. OR Education: Graduate Education: Major study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For GS-11, 3 years or a Ph.D., or equivalent doctoral degree is required for qualification per the IOR. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. Note: Equivalent combinations of education and experience are also qualifying for grade levels for which both education and experience are acceptable. AND Specialized Experience: GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: 1) analyzing and advising on use of space, facilities, safety/security inspections, and/or minor construction budgets; 2) performing property management duties such as, supply and/or equipment inventory, procurement of supplies and/or equipment, and/or vehicle management; 3) administrating an identity card program, to include, inventory management, card issuance, administrative oversight of role-holders, and issuing cards, as necessary; and 4) conducting safety and/or security inspections, assisting or monitoring a safety and/or security program, and/or identifying and/or resolving safety and/or security deficiencies. OR Applicants may substitute Graduate Education to qualify for grade GS-11. Applicants may substitute education for experience with an awarded PhD or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree may be substituted. This graduate degree or education must involve major study in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information. OR Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment.
