The organizational location of this position AFELM US SOCOM JX DC0, FT BELVOIR AIN VA The primary purpose of this position is: to serve as a biological weapons programs intelligence subject matter expert engaged in the technical analysis and production of information obtained and processed from multiple intelligence sources in direct support of the USSOCOM J10.

Duties

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category is at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. ***Salary Ranges shown includes local market supplement *** DUTIES: Serves as the senior adviser and primary consultant on biological weapons programs intelligence analysis and production Provide timely and relevant biological-related technical intelligence support and expertise across the SOCOM J10 Countering Weapons of Mass Destruction (CWMD) Directorate. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI)

  • his position is mission essential (M-E) This is a Mission-Essential position performing a Mission-Critical- Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • A Masters degree or higher in a WMD (Biology, Biochemistry, Mircobiology etc.) field with SOF and IC experience and Certified All-Source Defense Analyst (CDASA) certified is desirable for this position.
  • The employee may be required to travel in military and or commercial aircraft to perform temporary duty assignments.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: Your resume must reflect experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems, demonstrating quality in the knowledge, skills, abilities, and competencies to meet the requirements of this position. Examples of creditable experience: Knowledge of the U.S Intelligence Community, its primary members, the intelligence process, evaluation and analysis of intelligence data and the organization functions and capabilities, specifically related to the biological threat community of interest. Advanced knowledge of intelligence information flow and other governing regulations including Intelligence Oversight requirements that relate to finished intelligence production to ensure a timely response to customers requirements. . Knowledge of Countering Weapons Mass Destruction and associated Coordinating Authority missions, functions, responsibilities, organizations, procedures, goals and objectives of HQ USSOCOM, DOD, Interagency, Joint Staff and IC stakeholders in setting biological threat properties for planning, policy and analysts purpose Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks related to specific area of expertise which link and leverage DoD and IC capabilities in support of the J10, DoD and SOCOM leaders, and allies and partners. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Ability to defend and/or negotiate findings and biological weapons program assessments. Ability to anticipate, identify, analyze, and consult on potential or actual problem areas relating to biological weapons programs. Applies advanced analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources. Ability to contribute, implement and ensure the USSOCOM J10's CWMD CA plans, assessments and recommendations are informed by the Defense Intelligence All-source Analysis Enterprise characterization of biological threats, as appropriate. Ability to facilitate and develop DoD and IC wide biological threat working groups and committees. Ability to integrating Defense and IC stakeholders for facilitating biological threat priorities for planning, policy, and analysis purposes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
