This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management (OBIM) reporting directly to The Branch Chief (GS-15) of the Business & Financial Operations Branch.
The primary purpose of this position is to provide managers with objectively based information for making decisions on the administrative and programmatic aspects of budgetary operations and management.
Non-BU: This is a non-bargaining unit position.
Duties
As a Budget Analyst, GS-0560-9/11/12, your typical work assignments may include the following:
Develops and formulates assigned segments of the program/budget request for the coming and succeeding years. Develops supporting budgetary schedules and details of fund distribution; Reviews estimates submitted by program managers for compliance with rules, regulations and procedures.
Constantly monitors and tracks requirements, obligations and expenditures, both direct and reimbursable, for assigned activities throughout the execution phase.
Devises and recommends the adoption of procedures to implement programming and budgetary processes, policies, and regulations issued by higher command or agency headquarters; develops proposals concerning alternate methods, sources, and timing of financing for program; prepares a variety of reports covering the status of funds, expenses, and obligations, as required by higher headquarters within the agency.
Determines the appropriateness of funds and helps ensure government resources are efficiently and effectively managed.

GS-9 Level: You may qualify at this grade level by meeting one (1) of the following below:
Specialized Experience
You must have at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-7) or public or private sector equivalent. For this position, specialized experience is defined as:
Preparing financial commitment and obligation documents to support program requirements.
Providing financial guidance regarding funds commitment and obligation, payment management, travel, and/or purchase card management.
Complying with an organization's funds control policy.

Substitution of Education for Experience
You may substitute education for experience at this grade level by possessing one of following: Master's or equivalent graduate degree 2 full years of progressively higher-level graduate education leading to such a degree LL.B. or J.D., if related.

You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 18 graduate level credits).
NOTE: Only graduate education in excess of the amount required for the next lower grade level (beyond first year of graduate education) may be used to qualify for the next grade level. You must submit a copy of your transcripts for review.
GS-11 Level: You may qualify at this grade level by meeting one (1) of the following below:
Specialized Experience
You must have at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-9) or public or private sector equivalent. For this position, specialized experience is defined as:
Providing support and assistance in analyzing and tracking budget expenditures.
Providing guidance on budget procedures and policies to ensure accurate and timely budget execution.
Applying budgetary concepts, methods, and techniques in the execution of funds for operational budgets.

You may substitute education for experience at this grade level by possessing one of following: Ph.D. or equivalent doctoral degree three (3) full years of progressively higher-level graduate education leading to such a degree LL.M., if related.

You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 36 graduate level credits).
NOTE: Only graduate education in excess of the amount required for the next lower grade level (beyond two years of graduate education) may be used to qualify for the next grade level. You must submit a copy of your transcripts for review.
GS-12 Level: You may qualify at this grade level by meeting one (1) of the following below:
Specialized Experience
To qualify for the GS-12 level, you must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level in the Federal service, or private sector equivalent. For this position, specialized experience is defined as:
Provides continual control and analysis over budgeted funds to ensure proper application and utilization.
Analyzing financial data and isolating significant trends, deficiencies, developments, and their implications.
Forecasts and furnishes opinions on financial impact of budgetary changes and recommends action of financial nature.
Monitors all phases of budget execution to assure funds are properly recouped and or allocated and are being obligated in a timely and effective manner.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
