You will serve as a Financial Management Analyst in the JEACO program NAVAIRWARCENWPNDIV POINT MUGU.
Duties
You will receive on-the-job and/or classroom training in the application of concepts, principles, practices, and procedures in a variety of financial administration and management duties.
You will assist in the performance of functions such as the formulation of budget and estimates to support plans, programs, and activities; review and evaluate budget requests, control and reporting of obligations and expenditures.
You will work on the development, determination, and interpretation of budgetary policies and practices.
You will research guides to locate accounting, budgetary, and financial information and prepares summaries for use by higher-graded analysts.
You will prepare preliminary budget estimates, financial reviews, etc. for a few relatively stable programs or program support activities.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- MSP/PPP applicants must currently hold the required security clearance.

For the GS-09:
At least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Financial Management Analyst. Specialized experience must include some or all of the following: 1) Demonstrating excel skills and the ability to extract data from automated systems and format into reports; 2) Assisting with financial analysis and interpretation and evaluation of funding plans; 3) Assisting with tracking funding, validating expenses, reviewing transactions in accounting system, and reconciling accounts; and 4) Assisting in making recommendations for financial data corrections.
For the GS-07:
At least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Financial Management Analyst. Specialized experience must include some or all of the following: 1) Utilizing Microsoft Excel, Word, and PowerPoint; 2) Demonstrating experience with data entry into automated systems; 3) Exhibiting strong writing skills, oral communication skills, and good teaming skills; and 4) Providing entry level administrative support and financial support or financial transaction processing.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-09:
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
For the GS-07:
1 full year of graduate level education
or
superior academic achievement
