Duties

WHAT IS THE SBSE - SMALL BUSINESS SELF EMPLOYED DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Small Business Self Employed Collection Operations - Specialty Collection Insolvency (SCI) The following are the duties of this position at the full working level. Provides prompt, professional, courteous service and assistance to all internal and external customers. Takes or recommends actions to minimize the Service's willful violations of the bankruptcy automatic stay provision or discharge order. Advises and consults with Service employees regarding routine and more difficult technical aspects of insolvency cases to expedite the payment of taxes and secure delinquents returns. Maintains current knowledge of procedures, policies and directives; answers questions; and provides both classroom and OJT instruction to employees. Examines legal documents, confers with taxpayers, their representatives, fiduciaries, judges and government attorneys to resolve routine and more moderately difficult issues. Determines a course of action designed to protect the government's interest in insolvency proceedings, and also examines business structure to determine feasibility of debtor's continued operation and proposed plan. Researches routine and more moderately difficult case issues to dispose of unpaid liabilities. Determines necessity for, and initiates investigation of, the trust fund recovery penalty; monitors compliance with proposed plans and courts orders; initiates corrective action upon default; appears and testifies regarding facts pertinent to government cases involved in court proceedings. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE:GS-07 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience with automated systems, relevant laws, rules, regulations, court decisions, business and legal procedures, policies, principles and practices associated with collection/bankruptcy cases; Experience with collection policies and procedures; and experience analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; Experience with investigative and analytical techniques and methods to analyze bankruptcy situations. OR EDUCATION: One (1) full academic year of graduate education in a related field of study such as business administration (finance, accounting, auditing, marketing and business law) law, economics, criminology, political science, government, social science, communications, psychology, public administration or other related field; OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies; OR A combination of qualifying graduate education and experience equivalent to that described above. Qualifying experience may have been in accounting, auditing, tax, financial, legal, or other work that required the knowledge and skill defined above. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. SPECIALIZED EXPERIENCE: GS-09 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience with the Bankruptcy Code, and other relevant laws, rules, regulations and court decisions, specific to collection of Federal taxes through bankruptcy proceedings; Experience with automated systems, technical, business and legal procedures, policies, principles, and practices associated with bankruptcy cases, and collection policies and procedures. Experience with investigative and analytical techniques and methods in analyzing bankruptcy case issues, determining the appropriate dates for court proceedings, reestablishing priority of government claims, monitoring taxpayer compliance, performing dischargeable analysis and ensuring collection of valid taxpayer liabilities in bankruptcy proceedings. OR EDUCATION: Two (2) full academic years of progressively higher level graduate education leading to a graduate degree in a related field of study such as: business administration (finance, accounting, auditing, marketing and business law) law, economics, criminology, political science, government, social science, communications, psychology, public administration or other related field; OR A Master's or equivalent graduate degree in a related field of study such as business administration (finance, accounting, auditing, marketing and business law) law, economics, criminology, political science, government, social science, communications, psychology, public administration or other related field; OR A LL.B or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
