Duties
The United States Space Force (USSF) at Peterson Space Force Base is searching for a Planning & Programming Analyst for the SWAC (NH-0343-03, GS12/13 equivalent).
Description:
The Space Warfighting Analysis Center (SWAC) creates Force Design guidance for the US Space Force (USSF). SWAC Force Design guidance identifies the integrated suite of next generation capabilities fulfilling USSF imperatives to preserve America's freedom of action in space and provides recommendations regarding alternative weapon systems and force structures, the development and evaluation of defense program alternatives, and the cost-effectiveness of defense systems. As the Chief, Planning and Programming Branch, you will lead a small team to develop Force Design planning and budget recommendations for the entire $30B USSF portfolio. Your team will work with SWAC, USSF Field Commands, USSF Headquarters, and other services to provide senior USSF and DoD decision makers recommendations and Courses of Action (COA) for annual Program Objective Memorandum (POM) development, Issue Paper, Overguidance, and Congressional unfunded priorities. The Planning and Programming Branch also coordinates with the Cost Branch to review, analyze, and assess cost estimates to provide insights to SWAC senior leaders to inform and recommend USSF Force Design solutions.
Ideal Candidate:
Experience in Planning, Programming, Budgeting, Execution (PPBE), and/or space system program experience in acquisition/development/operations. Experience working in special access program and special access required environments, and knowledge of DoD PPBE policy, procedures, and schedules are highly desired. Experience performing or participating in technical and programmatic analytic efforts evaluating potential DoD capabilities. Experience in POM process, Issue Paper development and/or Program Budget Review (PBR) are highly desired. Small-team leader; Collaborator; Self-Starter; execute strategic vision with minimal direction; articulate; strong oral, writing and briefing skills; able to understand requirement and architecture analysis and translate to senior leader recommendations; willingness to learn; comfortable with classified information systems; A desire and ability to see the big picture, and to rapidly acquire knowledge beyond one's particular field of expertise.

- Must be able to obtain and maintain Top-Secret / SCI security clearance.
- Experience in Planning, Programming, Budgeting, Execution (PPBE), and/or space system program experience in acquisition/development/operations
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Experience performing technical and or programmatic analytic efforts
- Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
- May be required travel away from the normal duty station on military or commercial aircraft.
- May be required to work overtime on an unscheduled or emergency basis.
