Duties
Investigates unforeseen conditions having a direct effect on contract provisions.
Analyzes contractor proposed work schedules and recommends accepting or revising to avoid claims resulting from poor budgeting, impractical work periods, and faulty procurement of materials on the part of the contractor.
Coordinates and monitors performance of A-E contracts for Quality Assurance Services.
Manages, plans, and coordinates the administrative functions of work percentages, contractor technical performance, periodic payments and work completion for Quality Assurance services.
Reviews staff recommendations on contractor qualifications.
Assures adequate resources and execution for BCOES reviews.
Monitors contractor progress, deficient items of construction, expediting of material and equipment and shipment of government furnished material.
Directs all construction-related administrative and clerical support functions for the District Office segment of the Engineering and Construction Division and coordinates administrative and clerical functions performed at field offices.
Sets priorities and prepares schedules for work-related changes.
Assigns work to subordinates based on priority, difficulty, and individual capabilities.
Monitors construction management activities to ensure proper QA/QC is executed and that safety is addressed through proper training and planning.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must complete Supervisory Certification within 12 months of start date.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position may require up to 25% travel away from normal duty station.

Basic Requirement for Architecture, series 0808: Architecture Series
Basic Requirement for Engineering, series 0800: Professional Engineering
Specialized experience: One year of specialized experience which includes: Administering construction and Architect-Engineer contracts and serve as an authorized representative in relation to the contracts. Overseeing preparation of requests for proposal, scopes of work and solicitation packages for bids; participate in quality control reviews of designs and selecting the best solution from several precedent alternatives to maintain, rehabilitate, or replace equipment and structures. Developing, negotiating and executing modifications of contracts.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
