This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent independently plans, directs, and coordinates the Districts value engineering program and performs special assignments.
Duties
Incumbent exercises responsibility for guidance, direction, execution, and ongoing evaluation of the District value engineering program.
Uses professional knowledge and experience to evaluate complex and diverse engineering activities through application of value engineering techniques that enhance project function and reduce life-cycle project costs.
Plans, organizes, directs, appraises, controls, reports, and establishes goals for the value engineering program in accordance with regulatory controls and directives.
Promotes and maintains active construction contractor participation in the Value Engineering Change Proposals (VECP) program.
Obtains and manages funds to execute value engineering studies and manage the District value engineering program.

To qualify at the GS-11 grade level, you must have:
Specialized Experience: Reviews plans, designs and specifications, provide staff advisory, consulting and reviews work.
To qualify at the GS-12 grade level, you must have:
Specialized Experience: Experience in a wide range of professional engineering concepts, principles and practices applicable to complex technical projects. Reviews plans, designs and specifications, provide staff advisory, consulting and reviews work with experience with value engineering concepts.

Basic Requirement for Engineering, series 0800: Professional Engineering
Basic Requirement for Architecture, series 0808: Architecture Series
