The primary purpose of this position is to exercise first level supervisory and managerial authorities over the Asset Accountability Element in the Civil Engineer Squadron, responsible for the oversight of real property assets, financial management, force management, and information technology.

Duties

Plans, organizes, and directs the activities of Asset Accountability Element, ensuring that the Asset Accountability function complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the organization with a variety of installation and functional area organizations. Communicates and coordinates Asset Accountability Element issues with higher headquarters, regulatory agencies, other installation units, and other local officials, etc. Directs the development and execution of the Asset Accountability Element budget, and preparation of Planning,Programming, and Budgeting System (PPBS) documentation in support of element planning.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work requires the employee to drive a motor vehicle. An appropriate driver’s license is required for the position.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) (Cont'd)
  • under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, (Cont'd)

  • Must be able to obtain and maintain a Secret Security Clearance.
  • This is a Supervisory Position, a 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes researching, interpreting, analyzing, and applying Air Force (AF), Department of Defense (DoD), Major Command (MAJCOM) instructions, policies, and regulations. Establishes policies and procedures for accomplishment of Asset Accountability functions. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of (functional area) and administrative issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide-range of multidisciplinary principles, practices, procedures, and goals of real property, financial management, force management, and information technology functions, practices, and procedures. 2. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the DoD Planning, Programming, and Budgeting (PPBS). 3. Knowledge of personnel management, EEO, safety, and security regulations, practices, and procedures. 4. Ability to plan, organize, and direct the functions and staff of an organization. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
