The primary purpose of this position is to provide installation wide personnel deployment planning, and execution and personnel support in matters pertaining to deployment availability information, personnel accountability and duty status reporting for contingency, exercise, and deployments.
Duties
Manages the activities of Installation Personnel Readiness (IPR) section.
Manages contingency deployment processing using Deliberate and Crisis Action Planning and Execution Segment (DCAPES) system, associated software programs and all deployment systems directed by the Installation Deployment Officer (IDO).
Serves as the FSS war planner for all facets of personnel contingencies, exercise, and deployments.
Responsible for processing, updating and reporting duty status.
Coordinate Personnel Support for Contingency Operations (PERSCO) and Personnel Deployment Function (PDF) training and AEF assignment. Manages Wing deployment programs.

- This is a Mission Essential (ME) position. Personnel may be required to report for duty when the base is closed or delayed reporting and remain on duty during phased or early release.
- This is a Key Position IA W DoD Directive 1200.7. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. (2) Knowledge of a wide range of Development Planning (DP) and emergency response principles, practices, procedures and regulations applicable to the full range of DP responsibilities on a military installation and the relationship of these responsibilities to local civil emergency management programs; and (3) Knowledge of the organization DP, and related readiness programs, mission, and functions of the installation to plan, schedule, and coordinate DP readiness activities.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only higher-level graduate education in excess of the first 2 years may be combined with experience.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge/trained on DCAPES programs directly related to the operations of the PRF and training for deployable PERSCO members.
2. Knowledge of directives governing DP programs and activities to project, plan, and manage DP activities. This includes knowledge of nuclear, biological, and chemical warfare defense and response procedures, and ABO program objectives, governing directives, and goals as well as methods and procedures for program implementation.
3. Knowledge of CCD program objectives and requirements to allocate and manage command assigned CCD assets.
4. Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders.
5. Skill in planning and executing mobility programs and providing advice and technical guidance to installation organizations.
6. Ability to analyze DP data and reports and to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
