Duties
Serve as the Chief, Managed Care (MC) for a U.S. Army Medical Department Activity (USA MEDDAC).
Responsible for the management, judgment, productivity and daily execution of operations for five sections in MCD which employs approximately 27 personnel in grades from GS-05 to GS-11.
Serve as the subject matter expert (SME) on managed care and access-to-care and is the primary action officer for all tasks pertaining to these functional areas.
Supervise functions and reports actions of the Referral Management Program, Utilization Management Program, Health Benefits, Debt Collections, Patient Travel Program, Access to Care, Template Schedule Management, Beneficiary Enrollment.
Directs, coordinates and assigns work to subordinate employees and supervisors based on priorities, level of difficulty, requirements of the assignments and knowledge of the capabilities of subordinate employees.
Serve as the TRICARE Contract Liaison Officer (CLO) responsible for transition activities as they relate to the Managed Care Support Contract.
Oversee the functional proponent of the Ft. Drum Access to Care and directs assistance to MTF Department and Clinic Chiefs and Administrative Support Staff in formulating clinic goals regarding access, volume, patient demand, and staffing.
Responsible for the oversight and management of the TRICARE Prime and TRICARE Plus Enrollment Programs.
Provide oversight of the TRICARE Patient Travel Benefit (PTB) for beneficiaries that are directed to specialty care greater than 100 miles from their PCM location.
Prepare reports and proposals for submission to all levels of government, namely RHC-A, MEDCOM, DHA, OTSG, and the TRO.

Specialized Experience: One year of specialized experience which includes working in a medical treatment facility analyzing and advising on health care system issues and policies; providing analysis for the quality improvement programs; identifying administrative program issues and recommending solutions; monitoring/coordinating personnel matters for an organization/department within a medical treatment facility; providing input/recommendations on budgetary matters; assisting with the assignment of work to subordinates based on priorities, difficulty of task, and/or requirements of the assignment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
