This position is located in Fraud Detection and National Security (FDNS), FDNS EB-5 Investor Program Office (IPO). As a Supervisory Management and Program Analyst, you will analyze major administrative aspects of substantive mission-oriented programs and improve productivity and increase the quality of the work directed.

Duties

Oversee and provide expert supervisory, technical, and administrative direction to a multi-functional team of FDNS employees responsible for providing management services essential to the effective and efficient operations of FDNS IPO. Plan and evaluate work to be completed by subordinates. Setting and adjusting priorities and target dates for work completion. Develop and evaluate employee performance standards. Exercise significant responsibility advising management officials. Apply comprehensive knowledge of administrative and analytical techniques and methods to resolve complex issues. Review and analyze program policies, procedures, and directives, and assess impacts to the FDNS IPO office. Apply information systems management techniques and analysis to identify and resolve data problems, coordinate with personnel at the Headquarters and Field Office levels, and prepare reports and/or present recommendations to senior managers. Perform strategic analysis and planning, conduct program outreach, coordinate training, and ensure compliance with Federal laws, regulations, and guidance. Lead coordination of IPO’s Site Visit Program, including assigning tasks and ensuring their successful completion. Facilitates Equal Employment Opportunity (EEO) program activity among employees. Coordinate EEO initiatives and encourage participation from employees. Cooperate in investigation of discrimination complaints.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 05/02/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 05/02/2024. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Provide technical and administrative supervision or guidance to a staff of officers engaged in programs administering the Immigration and Nationality Act (INA); Make recommendations for policy and program updates or improvements to senior executive leadership; Coordinate and direct the accomplishments of complex and diverse functions or issues; Analyze, implement, and establish short and long-range work plans for a division, and determine the actions necessary to accomplish those objectives and program goals. The Fraud Detection and National Security Directorate (FDNS) was established within USCIS to strengthen national security and the integrity of the country's legal immigration system by closely aligning the adjudication of immigration benefits and services with the identification of potential threats to national security and/or public safety, the detection and deterrence of fraud, and the use of law enforcement and intelligence information to ensure optimal security for U.S. communities. FDNS systematically identifies updates, and records indicators of fraudulent activities; manages fraud cases; identifies vulnerabilities and other weaknesses that compromise the integrity of the legal immigration system; and coordinates and provides logistical support in law enforcement and national security matters. FDNS is the primary conduit for information sharing and collaboration with law enforcement and intelligence agencies.
