This position is part of the WAPA-SNR-Sierra Nevada Region. As a Public Utilities Specialist (Rates), you will be developing, implementing, or preparing power, transmission, and ancillary service rates, rate adjustment proceedings, rate designs, project repayment studies, and related forecasts, allocations, strategies, and industry evaluations. **This is not a remote position. The selectee will be required to be physically present at the Folsom, CA duty location.**

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: To qualify at the GS-11 level applicants must have either Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related orpossess one year of specialized experience equivalent to the GS-09 level. Specialized experience in automated financial and data management systems and computer skills to collect data and perform data analysis using, databases, spreadsheets or charts. -OR-A combination of education and experience. To qualify at the GS-12 level applicants must have specialized experience equivalent to the GS-11 level. Specialized experience is defined as: experience in electric power and transmission rate setting and experience in automated financial and/or data management systems as they relate to energy or financial accounting and advanced computer skills to collect data and to perform data analysis using databases, spreadsheets, and/or charts. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
