This position is with the Sierra Nevada Region. The Supervisory Public Utilities Specialist,will be responsible for assessing, analyzing, risk assessment, & value determinations, of power, transmission & ancillary service settlements & power billing for the sale & transmission of hydroelectric power.
**This is not a remote position. The selectee will be required to be located in Folsom, CA.**
Duties
Develops and implements policies and procedures for regional power billing, power accounting, and MV90 programs for power imports/exports, transmission, and power, transmission, and ancillary service sales/purchases in accordance with contractual agreements and WAPA's Open Access Transmission Tariff.
Formulates, recommends, and implements regional financial policy as it relates to power and transmission accounting and power billing in collaboration with other program managers; establishes power and transmission accounting and power billing controls for execution; reviews and analyzes regional power and transmission accounting and power billing plans and recommends reprogramming and adjustments to ensure compatibility with program plans; and directs all power and transmission accounting and power billing reporting activities.
Establishes, coordinates, and ensures energy schedule settlements with the CAISO, BANC and SBA participants, in accordance with CAISO, BANC and SBA protocols in an effective and efficient manner.
Ensures settlement issues related to power and transmission purchases, power and transmission sales, facility deliveries, and transmission arrangements are continually being negotiated and disputes settled.
Recommends changes in policies to Marketing and Operations to further benefit WAPA and or WAPA customers.
Performs the full range of supervisory duties for a staff of GS-7 through GS-13 Public Utilities Specialists engaged in accounting for power and power related transactions, power contracts and energy services.
Performs full spectrum of personnel management duties, including assigning and reviewing the work; giving advice, counsel, and instruction to employees; setting standards of performance and evaluating employees; taking needed disciplinary actions; arranging for training of employees; interviewing and selecting candidates for position vacancies; recommending other personnel actions; hearing and resolving complaints; finding ways to improve product quality; and promoting teamwork.

Experience establishing, coordinating, and ensuring metering and settlement issues related to power and transmission purchases, transmission sales, facility deliveries, and transmission arrangements are continually being negotiated and disputes settled.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
