This position is part of the WAPA-SNR-Sierra Nevada Region. As a Public Utilities Specialist, you will serve as a power billing specialist performing a variety of data collection, analysis, and evaluation in support of the Settlements and Power Billing function. **This is not a remote position. The selectee will be required to be physically present at the Folsom CA duty location.**

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. At the GS-11 level, applicants must have at least one year of specialized experience equivalent to the next lower grade level [GS-09] in the Federal service in the following areas: Experience with analytical and evaluative methods, tools, and techniques to apply them to program operations and issues concerning the efficiency and effectiveness of power marketing SNR Settlement operations. Experience with laws, policies, and regulations applicable to the electric utility industry to make effective recommendations for business process improvements. Experience with Regional Transmission Organizations and/or Independent System Operators protocols and tariffs, as they relate to settlement charges and markets. -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. -OR- Combination of higher level graduate education and experience that together meet the qualifications for this position. At the GS-12 level, applicants must have at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service in the following areas: Experience in reviewing, analyzing, and evaluating automated and/or manual settlement and financial management systems to solve problems and provide information to internal and external customers. Experience applying Regional Transmission Organizations and/or Independent System Operators protocols and tariffs, as they related to settlement charges and markets. Experience in after-the-fact checkouts, purchase orders, supplier sheets, and power bills/invoices including the coordination of power billing activities with internal Power Marketing business units to ensure accurate customer information and billing. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
