You will serve as a ENVIRONMENTAL PROTECTION SPECIALIST in the PUBLIC WORKS DEPARTMENT of NAVFAC SOUTHWEST.

Duties

You will identify violations from field work/inspections and refer them to the program manager and/or supervisor. You will prepare correspondence, technical reports, field logs, and inspection reports and distribute them to the appropriate parties. You will perform routine field work including sampling, hazardous waste management, and routine reporting on all environmental media for environmental compliance. You will gather, analyze, and develop technical data and information in support of environmental programs. You will assist in identifying environmental requirements for environmental permits and make recommendations if necessary. You will perform field visits to conduct environmental inspections, site investigations, and surveys to determine environmental compliance requirements. You will review and implement Hazardous Waste policies in alignment with regulations, standard operating procedures and instructions.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ensuring hazardous waste is properly identified, accumulated, tracked, transported, and disposed of in accordance with local, state, and federal regulations; 2) Conducting environmental inspections, surveys, and site investigations to ensure compliance is within local, state, and federal regulations; 3) Identifying violations, providing recommendations to overcome violations, and preparing inspection reports; and 4) Gathering and analyzing environmental compliance data to prepare regulatory reporting in support of environmental media. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

A combination of experience and graduate education as described above that equates to one year of experience.
