Duties
You will be responsible for the advanced planning of C4I and IT systems during maintenance and modernization in support of the Navy.
You will ensure depot level Work Package development adheres to current business rules; developing maintenance, modernization and contracting strategies; incorporating lessons learned; and meeting planning milestones.
You will apply IT Project Management functions to include coordination in the development of grouping strategy for authorized work, scheduling and managing the installation of C4I and IT systems at shore sites, activities and platforms.
You will provide coordination and oversight of planning, estimating, and work specification development for Ashore and Afloat platforms.
You will ensure Work Specifications are developed using Standard Items and Master Specification Catalog templates.
You will review and provide recommendations concerning availability planning milestones.
You will monitor availability planning milestones and verify documentation, technical adjudication and incorporation of Engineering Service Requests.
You will assist in availability risk assessment, the planning of new maintenance and modernization work, and Incorporate Lessons Learned with feedback to the Planning Floors and Maintenance Teams.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 level Basic within 12 months of appointment.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- Overtime may be required.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Skills in managing a wide range of principles, processes and requirements in an area of C4I and IT installation specialization and applying standardized, analytical, and evaluative methods and techniques.
In addition to meeting specialized experience, applicants must meet the following four competencies: Attention to Detail, Customer Service, Oral Communication, and problem solving:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: leading IT projects in a dynamic and competitive business environment; including successful management experience and results in a multi-product/project, multi-location, multi-sponsor, and multi-operation organization consisting of projects and business areas varying in complexity, duration, and budget.
2. Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services, IT-related experience demonstrating this competency include: manage, lead, administer, develop, deliver, and support information technology (IT) systems and services for NIWC customers.
3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Ability to articulate facts and ideas in a convincing manner and to negotiate with individuals and groups internally and externally. Advise management on complex issues and decisive action.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Ability to exercise critical thinking and independent judgment dealing with urgency factors, changing priorities, and constraints in successful execution of the project. Exercise/develop experimental approaches, theories, or hypotheses to solve problems without the benefit of traditional methods.
