VA Ann Arbor Healthcare System (VAAAHS) is a major tertiary care referral system comprised of multiple locations (a hospital-based division, a network of three community based outpatient clinics, and administrative and research campuses). VAAAHS encompasses over 1 million gross square feet (GSF) of buildings, situated on 30.7 acres. VAAAHS provides primary, secondary and tertiary care within a large geographical region encompassing 15 counties in SE Michigan and NW Ohio.

Duties

Major Duties and Responsibilities: Verify required health care policies and practices, pertinent laws, procurement and contracting regulations and community standards are achieved Establish and lead a multidisciplinary Integrated Project Team (IPT) Plan and coordinate capital equipment, all non-recurring EF&F activities, warehousing, staging and the eventual installation of all VA furnished/installed and VA furnished/Contractor installed (VC) non-reoccuring activation items. Formulate activation budgets and their respective schedules and identify key milestones to successfully execute equipment, furniture and fixtures (EF&F) for project activations Develop budget reports and presentations Apply analytical and evaluative techniques the evaluate the efficiency and effectiveness of healthcare system operations Communicates to supervisor potentially controversial findings, issues or problems Lead IPT planning meetings for all EF&F procurement and transition planning oversight for assigned projects. Identify all resource requirements In advance to ensure seamless activation and transition planning. Effectively communicate to senior management regarding project status and activations through the Strategic Initiative Status Overview Process (SISO) Manage multiple activation projects concurrently Work independently without supervision with his/her own initiative identify work and projects that need to be accomplished. Serve as department liaison with a broad range of stakeholder including individuals outside of VAAAHS in moderately unstructured settings. Create phasing and transition planning for assigned construction projects and architectural designs Ensure all EF&F items are accounted for within the architect/engineer (A/E) construction documents ensuring appropriate infrastructure, e.g. utilities have been incorporated per specification Coordinate with VA facility planners, engineers, logistics, OIT, contracting officers and the respective service and section chiefs to ensure all items have been identified on the construction document set to successfully activate project areas. Performs other related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Incumbent's primary responsibility is the oversight and successful implementation of all non-recurring activation funding. Incumbent must possess the necessary knowledge of the building activation process with regard to planning and coordination of all capital equipment, all non-recurring EF&F activities, warehousing, staging and the eventual installation of all VA furnished/VA installed (W) and VA furnished/Contractor installed {VC) non-recurring activation items. The position requires a broad range of qualitative and quantitative skills, as well as managerial and coordination skills. Incumbent uses these skills in applying analytical and evaluative techniques to issues concerning the efficiency and effectiveness of health care system operations. Knowledge of pertinent laws, procurement and contracting regulations, policies and precedents, which affect or Impact VAAAHS Is required. Knowledge of health care policies and practices as well as community standards as It relates to non-recurring activation activities is a critical element. Understanding strategic and facility, planning goals and objectives, planning processes, budget preparation, and transition and occupancy operations are required. Incumbent must possess the knowledge and skill required to manage and coordinate all EF&F activation activities in support of major, minor and station level construction projects. Due to the size and complexity of VAAAHS' construction portfolio, the incumbent is responsible for and oversight of all EF&F activation activities. The ability to perform detailed analyses and coordination of complex functions and work processes Is essential. Incumbent must be able to effectively communicate and formulate, both orally and in writing, reports and presentations that will be used to provide guidance, advice and recommendations to Health Care System senior leadership. Preferred experience (not required): Candidate is proficient in Project Management and has 2 or more years expereince.
