The incumbent will supervise all Major Project Section activations project managers. The project managers coordinate all planning, design construction, FF&E programming, procurement installation and transition planning activities for numerous complex and concurrent major construction/major lease projects.
Duties
MAJOR DUTIES AND RESPONSABILITES
Project Oversight-
Incumbent is located in the Office of the Director, Strategic Capital Investment Planning Team (SCRIPT) Service, Major Projects Section. Incumbent is responsible for all phases of major construction/major lease project activities. Incumbent supervises two GS-12 Project Managers, four GS-11 Interior Designers, and one GS-11 Architect, each of whom is responsible for planning, programming, design, FF&E programming, building activation, building commissioning and transition planning activities for major construction/major lease projects. These project managers are responsible for managing multiple complex major construction/major lease projects concurrently.
Incumbent identifies all resource requirements annually including staffing resources and budgets for all major construction/major lease projects to ensure seamless activation and transition planning activities. The incumbent formulates activation budgets, schedules and identifies key milestones to successfully execute all project activities.
Activation Coordination-
Incumbent is responsible for oversight and implementation of all major construction/ major lease building activation funding estimated collectively at $120 million. Incumbent oversees all FF&E planning and procurement, warehousing, staging and the eventual installation of all VA furnished, VA installed (VV) and VA furnished, contractor installed (VC) non-recurring activation items. Incumbent coordinates with VA facility planning, engineering, logistics, OI&T, contracting, and the respective services and section chiefs to successfully activate all major project facilities.
Quantitative Analyses-
Incumbent completes both qualitative and quantitative analyses and feasibility studies. Incumbent develops budgets to support all recurring and non-recurring activation activities, including the development of a proposed staffing matrix and transition plan for each project. Budget formulation will identify resource requirements required to effectively procure, install and activate these new facilities. Incumbent must possess a strong aptitude in mathematics and accounting necessary to formulate budgets, manage and track all FF&E activation activities, Incumbent develops building activation spreadsheets for each project and plans procurement obligations, budgets, schedules resource requirements and other relevant financial analyses required to successfully activate new VA facilities.
Reports and Presentations-
Incumbent develops executive level reports and presentations. These reports and presentations will be highly visible and shared with executive leadership and external stakeholders. Effective communication and public speaking is a required proficiency. Incumbent must possess exceptional writing skills. Incumbent must possess a strong proficiency using the following software applications to include, but not limited to, CAD, Access, Excel, Power Point, MS Project, BIM Software, and Word. The incumbent advises the Executive Leadership on project delays, challenges associated with contractors, budget overruns, and concerns with domino projects.
Supervisory Responsibilities-
The incumbent is independently responsible for managing their section, which includes, but is not limited to planning, organizing work, assignments, estimating costs, coordinating with staff and line management personnel, and conducting all phases of the work. This frequently involves the definitive interpretation of regulations, guidelines, and study procedures, and the initial application on new methods. The incumbent informs the supervisor of potentially controversial findings, issues, or problems with widespread impact. Completed projects, evaluations, reports or recommendations are reviewed by the supervisor for compatibility with organizational goals, guidelines and effectiveness in achieving intended objectives.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-913 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized knowledge of the advanced principles and practices related to the management of healthcare systems construction program, and the ability to apply this knowledge to solve the unique problems arising in the Veterans Health Administration healthcare delivery system. Broad but in-depth knowledge of management theory and practice, and healthcare facility management and operating programs, both administrative and clinical, and their interrelationships, and the ability to apply this knowledge to a wide range of complex situations and issues. Knowledge is applied in planning and developing new or modified management reporting systems. The work also requires skills in organizing and delivering data management by producing reports and displaying information in a variety of formats. Knowledge and ability to apply principles of resources development and utilization. Ability to analyze staffing utilization based on workload data.

Physical Requirements: The incumbent will be conducting inspections and surveys of construction sites with a need for physical agility to access unfinished buildings and wear personal protective equipment (PPE). The incumbent must have the ability to work within an environment of conflicting deadlines and shifting priorities. The incumbent may be required to work evenings and weekends, as well as perform infrequent over-night travel to meetings and conferences.
