This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), National Pollution Funds Center, Financial Management Division (Cf), CERCLA (Cf-2), Washington, DC.  

Duties

You will serve as a Management and Program Analyst responsible for assisting the organization with the development, review, analysis, standardization and evaluation of managerial policies and procedures related to programs and systems within the Financial Management Division of the National Pollution Funds Center (NPFC).

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for the GS-9 level: Applicants must possess experience equivalent to 1 year of experience at the next lowest grade level (GS-7) that is similar to experience gained in the Federal, State, or Local government or equivalent public or private sector experience. Your resume must demonstrate that you meet the specialized experience below:  Assisting senior analysts by developing background information for studies and projects. Researching official documents, compiling, and charting statistical data. Gathering, summarizing, and analyzing information for incorporation into final reports; and Executing designated portions or segments of projects to identify and recommend solutions to issues. OR    A master's or equivalent graduate degree. OR 2 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. To qualify for the GS-11 level: Applicants must possess experience equivalent to 1 year of experience at the next lowest grade level (GS-9) that is similar to experience gained in the Federal, State, or Local government or equivalent public or private sector experience. Your resume must demonstrate that you meet the specialized experience below: Assist with studies to identify, analyze, and recommend solutions to problems to improve program operations. Using qualitative and quantitative analytical techniques and statistics to assess the efficiency of work performance, processes, systems, and support programs. Assisting in liaison functions with other organizations, including effectively presenting the organization needs and establishing harmonious working relations with counterparts; and Assisting in the planning of special studies to develop short- and long-range goals and objectives to support the organizational missions. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR A combination of education and experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
