The Veterans Health Administration (VHA), Workforce Management & Consulting Office (WMC), Human Resources Operations Office (HROO) is looking for talented individuals to join its growing HR workforce! Opportunities exist in a variety of HR functional areas.

Duties

VA offers a comprehensive total rewards package: HR Specialist Total Rewards HR Specialists provide a variety of HR services as well as consultation on the most effective alignment of HR systems to support strategic goals and objectives and produce the results that accomplish the agency mission. This announcement encompasses multiple specialties within the field of HR. A brief summary of duties for each specialty include but are not limited to: Benefits: Administers and provides resolution and advisory services on federal leave programs, workplace flexibilities, group life insurance, health and retirement benefits. Classification: Reviews position descriptions and classifies positions, explains findings through in-depth written evaluation statements, including one-of-a-kind, complex, rare, unusual and standardized PDs. Compensation: Analyzes, interprets, develops, and/or implements laws, regulations, policies, and/or guidance involving subject matter areas within compensation administration and advises leadership on the use of compensation flexibilities to help recruit, manage, and retain employees. Employee Relations/Labor Relations: Provides technical guidance, advice and counseling to management officials and supervisors to address issues with workforce-related conduct and performance and develops strategies to respond to employee-related issues and ensures strict adherence to all contractual and regulatory timeframes. HR Development: Ensures a uniform delivery of HR training and development services are established to fully meet the needs of internal and external customers. Information Systems: Manages information management systems within HR network wide and conducts in-depth analysis complicated by conflicting or insufficient data, user complaints, or other relevant factors. Consults with internal stakeholders (HRMS, customers, facility/VISN leadership) in program development, testing, and implementation of new or major modification of databases. Quality Assurance: Responsible for the quality review of all consolidated network personnel actions, both current and previous personnel actions, to ensure compliance with Federal statute, Veterans Affairs (VA) policy, VA Human Resources Management Letters (HRMLs)/Office of the Chief Human Capital Officer (OCHCO) Bulletins, Office of Personnel Management (OPM) guidance and other legal and regulatory requirements. Reasonable Accommodation: Serves as a subject matter expert (SME) to advise employees, applicants for employment, supervisors, and members of management regarding laws, regulations and procedures for allowing employees with physical or mental impairments that substantially limit major life activities to fully participate in the application process, perform essential job functions, and enjoy the benefits and privileges of employment. Recruitment & Placement: Performs recruitment and placement duties for Title 5, Title 38, and Hybrid Title 38 position within the organization. Technical/Reviewer: Responsible for the technical/quality review of personnel actions, processing mass personnel actions as a result of HRIS Bulletins, HT38 conversions, audits, conducting pay audits, conducting employee record audits, resolving issues through HR and payroll systems, and processing all cancellation and correction actions in HR Smart for all functional areas in HR (e.g., ER, R&P, benefits, etc.). Promotion Potential: This position is at the full performance level. Work Schedule: Monday - Friday, 8am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Applicants must demonstrate three years of progressive specialized experience at the GS-9 grade level performing duties associated with the HR functional discipline for which you are applying. A list of disciplines are listed in the duties section and assessment for this announcement. Specialized experience would include, but not limited to: interpreting and applying a variety of HR/personnel management rules, regulations, and/or procedures; performing technical reviews of HR/personnel related documents; using automated personnel data systems/software to research and resolve personnel issues and maintain records; providing technical advice and/or assistance to management and employees on HR and/or other personnel related services; utilizing technical writing skills to create HR/personnel related documents. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Applicants must demonstrate one year of specialized experience at the next lower grade level (GS-11) performing duties associated with the HR functional discipline for which they are applying. A list of disciplines are listed in the duties section and assessment for this announcement. Specialized experience performing duties in the HR functional discipline/s/ for which they are applying would typically include but not limited to: interpreting and applying a variety of HR/personnel management rules, regulations, and/or procedures; performing technical reviews of HR/personnel related documents; using automated personnel data systems/software to research and resolve personnel issues and maintain records; providing technical advice and/or assistance to management and employees on HR and/or other personnel related services; utilizing technical writing skills to create HR/personnel related documents.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
