This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans. Office of International Affairs (OIA), International Information Sharing Office (IIS).
The primary purpose of this position is to, in a developmental capacity, serve serve as an analyst and advisor to management on a variety of issues.
The Full Promotion Potential for this position is GS-13. Selection(s) will be made at the GS-09.
Non-BU: This is a non-bargaining unit position.
Duties
As a Program Analyst (Pathways Recent Graduates), GS-0343-9, your typical work assignments may include the following under supervision:
Analyze, develop, review, and interpret policies, legal, and technical documents to advance DHS international information sharing initiatives.
Communicate orally and in writing with internal and external stakeholders to builds relationships and improve coordination of international information sharing objectives and activities.
Support the development of policies and programs to improve stakeholder access to data and advancement of strategic information sharing objectives.
Provide project management and organizational support to ensure adherence to reporting requirements and delivery timelines.

Requirements

- Pathways Recent Graduate Training and Development: A minimum of 40 hours per year of formal interactive training that advances the goals and competencies outlined in the established Individual Developmental Plan (IDP).

- Pathways Recent Graduates Degree Requirement: Your degree conferred date must be within the 2 years preceding your application to this announcement. Preference-eligible veterans period of eligibility may be extended.
Qualifications
To be eligible for this position, you must have completed, within the previous two years of the closing of this job announcement (04/23/2024), a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. You must have graduated within 2 years of the closing date of the announcement, April 22, 2024, OR up to 9 months after the closing date (January 2025). You will not be eligible for the Recent Graduate Program if the degree was obtained before April 22, 2022. TRANSCRIPTS OR DOCUMENTATION MUST BE SUBMITTED WITH DATE OF CONFERRAL OR TENTATIVE CONFERRAL.
Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.
NOTE: Qualifying educational institution means-
Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the Secretary of Education:
A technical or vocational school;
A 2-year or 4-year college or university;
A graduate or professional school (e.g., law school, medical school); or
A post-secondary homeschool curriculum.
AND
You must also meet all qualification requirements:
GS-09 Specialized Experience: One year of specialized experience which includes (1) experience analyzing complex and specialized information for the application of developing operational and policy recommendations; (2) experience to effectively manage multiple programs or projects simultaneously; (3) experience with participating in the development of organizational procedures and frameworks to improve efficiency, coordination, and adherence to deadlines; (4) experience assisting with the development of policies and recommendations on matters related to data sharing, privacy, compliance, or international engagement.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
