About the Position: Serves as a budget analyst in the Deputy Chief of Staff for Resource Management (DCSRM), Budget Division with responsibility for accomplishment of major subordinate command (MSC) level program-budget planning, execution, review, and analysis functions for a major segment of the installation's assigned missions.

Duties

Recommend alternative courses of action to be taken in adjusting estimates of funding needs. Develop pertinent portions of financial management control documents and/or progress indicators. Participate in formulation of budget estimates and reporting for the organization. Monitor requests for allotments of funds from approved operating budgets. Analyze data submitted for consistency with financial and program objectives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.
  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • Temporary Duty (TDY) or business travel requirement of 10% of the time.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for the GS-11: One year of specialized experience which includes experience utilizing automated financial management reporting systems; tracking budgetary information such as estimates and expenditures; assisting with the preparation/execution of annual budget; preparing financial/budget information or reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionBudget Formulation, Justification, and PresentationOrganizational Awareness Time in Grade Requirement for GS-9: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
