About the Position: This job announcement is for an Environmental Protection Specialist, GS-0028-07/09/11/12 position at the U.S. Army Corps of Engineers, Rock Island District. Selection may be made at any grade level. This position has non-competitive promotion potential to the target grade, GS-12.

Duties
This duties listed below are at the full performance, GS-12:
Develop and implement specific programs as part of the District’s overall environmental / HTRW compliance in accordance with applicable environmental laws, and executive orders.
Serve as a technical expert in environmental programs such as: hazardous materials/waste, solid waste, wastewater discharge, drinking water, asbestos abatement, noise, underground storage tanks, natural resources, soil conservation, etc.
Serve as a technical expert in conducting environmental inspections and surveys for USACE as well as customers outside USACE.
Ensure timely completion of the A-E's work and coordinates A-E's design efforts with Project Engineers and Programs and Project Management Division Project Managers.
Assist Technical and Project Managers by establishing, maintaining, and updating schedules and budgetary data regarding staffing costs and equipment and supply expenses for assigned projects.
Coordinate monthly payment requests for indefinite delivery A-E contracts are reviewed promptly and meets the requirements of the Prompt Payment Act.
Ensure environmental permits are prepared and administered according to the appropriate regulations and permit conditions.
Develop plans, specifications, and modifications and reviewing and responding to submittals for environmental protection elements of engineering projects.

To qualify at the GS-07 grade level:
Specialized Experience: One year of specialized experience which includes (1) analyzing problems to identify significant factors;
(2) gathering pertinent data and recognizing viable solutions; AND (3) planning and organizing work efficiently. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Natural Resources Conservation, Geology, Environmental Engineering, and/or Environmental Science. NOTE: Transcripts must be provided.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. To qualify at the GS-09 grade level:
Specialized Experience: One year of specialized experience which includes (1) applying environmental policies, regulations, and work practices to recommend changes and control measures; (2) collecting environmental data for analysis, verifying results, and discussing technical aspects of work with project managers, engineers, and/or other environmental experts; AND (3) maintaining and updating schedules, budgetary data regarding staffing costs, and equipment and supply expenses for assigned projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Natural Resources Conservation, Geology, Environmental Engineering, and/or Environmental Science. NOTE: Transcripts must be provided.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. NOTE: Transcripts must be provided.
To qualify at the GS-11 grade level:
Specialized Experience: One year of specialized experience which includes(1) providing environmental protection services for hazardous waste operations and contaminated sites; (2) participating in field site visits for purpose of retrieving water, wastewater, soil, or hazardous waste/material samples; (3) assisting with the resolution for problems associated with investigations, design, and/or cleanup of hazardous and toxic waste and contaminated sites; AND (4) providing technical management, planning, and coordination in support of projects requiring Environmental Protection guidance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: PH.D or equivalent doctoral degree or 3 full years full years of progressively higher level graduate education leading to such a degree. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as: Natural Resources Conservation, Geology, Environmental Engineering, and/or Environmental Science. NOTE: Transcripts must be provided.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To qualify at the GS-12 grade level:
Specialized Experience: One year of specialized experience which includes (1) applying knowledge of environmental protection programs as they concern problems of organizing, planning, funding, and executing environmental compliance activities;
(2) providing technical expertise by inspection and policy guidance, to ensure operational activities are accomplished in a sound environmental manner; (3) composing Scopes of Work (SOW) and government estimates for Architect-Engineer (A-E) work; AND
(4) implementing new procedures, processes and/or techniques to improve solving environmental problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
