About the Position: This vacancy is for a Environmental Protection Specialist, GS-0028-07/09 position at the U.S. Army Corps of Engineers, Rock Island District. The position may be filled at the GS-07 or GS-09 grade level. Non-competitive promotion potential to the target grade, GS-11.
This position is being filled as a Term Appointment. The initial appointment will not exceed 13 months but has provisions to be extended up to 2 years. Position may become permanent without further competition.
Duties
Prepare and maintain accurate documentation such as environmental assessments (EAs) or Environmental Impact Statements, PIR and guidelines analysis, correspondence, public notice letters, etc.
Coordinate with the appropriate agencies to ensure proposals will not result in an unnecessary impact to protected resources. (Endangered Species Act and the National Historic Preservation Act)
Research regulatory program and initiatives to improve efficiency and consistency of the application process.
Serve as an administrative liaison and adviser on all administrative and management support functions for the Regulatory Branch.
Manage quality control for permit and enforcement records.
Requirements

To qualify at the GS-07 grade level:
Specialized Experience: One year of specialized experience which includes utilizing automated systems for technical data entry and records management; and preparing detailed documentation such as correspondence, letters, reports, etc. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Natural Resources Conservation and/or Environmental Science. NOTE: Transcripts must be provided.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. NOTE: Transcripts must be provided.
Time in Grade Requirement for the GS-07 grade level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
To qualify at the GS-09 grade level:
Specialized Experience: One year of specialized experience which includes utilizing automated systems for technical data entry and managements of records; and summarizing data to prepare environmental protection reports; or assisting with evaluation process of general permits applications; and interpreting environmental protection rules and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Natural Resources Conservation and/or Environmental Science. NOTE: Transcripts must be provided.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. NOTE: Transcripts must be provided.
Time in Grade Requirement for the GS-09 grade level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

ADDITIONAL INFORMATION
Non-current ARMY employees may be converted to permanent career or career-conditional appointment using their personal competitive status.
Position may be filled as a temporary promotion, temporary reassignment, or temporary change to lower grade NTE 13 months from date of hire by a current permanent Army employee. Temporary promotions, reassignments, or change to lower grades may be extended up to a maximum of two (2) years and may be made permanent without further competition.
Position may be filled as a term appointment NTE 13 months from date of hire if the candidate is not a current permanent Army employee. Term appointment may be extended up to a maximum of two (2) years. Appointment in this position does not provide competitive status to apply for permanent positions.
If you are a current federal employee duty located 50 miles or more outside of the area for this recruitment, you "may" be considered for a relocation incentive. This incentive option is not applicable to new to federal government employees.
