Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for developing policies, procedures, and methods for implementation and administration of one or more of the MDA physical security, test security, antiterrorism/force protection (AT/FP), emergency management (EM), security operations, and continuity of operation (COOP) programs, as well the mission assurance construct. As a Security Specialist at the NH-0080-3 some of your typical work assignments may include: Develops policies, procedures, and methods for implementation and administration of the MDA Physical Security Program. Provides management and programmatic direction over planning, definition and development of: a. programs ensuring: (1) physical security methodologies and programs based on realistic, comprehensive assessments of threat, vulnerability, and risks posed to MDA facilities, information, and people; (2) consideration of national level policies and standards; (3) identification of problem areas, new construction designs with integrated electronic security systems or where revisions to standards or development of new standards are required; and (4) coordination of physical security methodologies with appropriate MDA stakeholders. b. projects to create/improve physical security policies, systems, standards, methods, and techniques to be applied across MDA enterprise. Participates in top-level Agency decision making planning meetings and exercises. Provides authoritative advice, support, and guidance to senior Agency personnel in all aspects of physical security. Defines, develops and applies policies, criteria, and standards through direct interaction with MDA leadership and support Divisions. Participates in preparation of inter-service support agreements (ISSA), international agreements and arrangements with Services, other DoD agencies, and other Federal Agencies. Executes and/or supports execution of security projects to develop new methods and techniques applicable to deployed and emerging weapon systems around the world and to protect missile defense technologies, facilities, information, and people and to ensure consideration and use of appropriate security policies consistent with national, DoD, DCI, NSA, and other controlling authorities. Provides input to management decisions over designated Security and EM activities by considering physical security, test security, mission assurance, security operations, AT/FP and EM/COOP processes. As a condition of employment, new employees at the NH-III level must obtain the Security Professional Education and Development (SPeD) Security Fundamentals Professional Certification (SFPC) within 2 years of employment as specified in the MDA Security Career Guide for the GS-0080 Security Specialist Career Field. Assist Contracting Officer's (CO) in the oversight of security projects being accomplished under contract to ensure that they are properly and effectively administered and in compliance with applicable contracting laws and regulations. Performs other duties as assigned.

Qualifications

You may qualify at the NH-03 broadband level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Experience and skills in applying Physical Security principles, concepts, and methodologies applicable to deployed and emerging weapon systems around the world and to protect weapons system technologies, facilities, information, and people. OR Experience with coordination processes among the Office of the Secretary of Defense (OSD) elements, Services and Agencies, participating non-Defense Agencies, and foreign government representatives. AND Experience with National Security objectives and the capability to ensure their application to physical security, test security, mission assurance, security operations, Antiterrorism and Force Protection (AT/FP) and Emergency Management and Continuity of Operations Planning (EM/COOP) development and production. OR Experience with physical security, test security, mission assurance, security operations, AT/FP and EM/COOP paradigms, as well as a wide range of security concepts, principles, and practices to review, analyze, and resolve complex issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
