About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Regional Directorate, China Division, Charlottesville, VA 22911.

Duties

General Military Intelligence (GMI) Analyst and organizational expert for various disciplines including threat analysis and projection of land-warfare forces and operations within the China Division's Global Issues and Partner Nation Branch. Conducts research and analysis of counterterrorism and foreign military forces, operations, capabilities, and trends to support all-source intelligence and threat production. Serves as a recognized authority within assigned geographical and functional areas of INDOPACOM, analyzes intelligence information to assess developments, trends, and threat implications. Applies comprehensive knowledge of intelligence, threat analysis, forecasting and other analytical methodologies. Provides informed advice on techniques and innovative methods employed in threat analysis and projection. Stays informed of military, political-military, technical and other developments within assigned areas in order to conduct valid threat assessments. Plans, coordinates, and synthesizes research from other analysts to prepare all-source intelligence products and responses. Ensures the finished intelligence product is consistent with applicable NGIC and Army intelligence positions and policies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience equivalent to at least the GG/GS-12 grade level in the Federal service which includes experience with conventional and irregular forces and their operating environments within the INDOPACOM/assigned geographical area. This experience includes producing finished intelligence assessments utilizing technical proficiency for data discovery, analysis and critical thinking skills, structured analytic techniques and application of ODNI Analytic Integrity Standards. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
