Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Associate Director for Administration, Management Support Division, Security Branch in Sterling, VA. At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: 1. The employee is responsible for the direction and coordination of background investigations of employees, applicants, and contractors. The employee is responsible for locating and examining existing records of investigative reports. 2. Applies pertinent regulations and guidelines to determine eligibility for access credentials and makes an adjudicative determination to approve or disapprove the creation of access credentials (physical access ID badge and network account) for employees, applicants, and contract employees of Bureau of Safety and Environmental Enforcement (BSEE) and client organizations. 3. Maintains physical custody of, and disseminates information from, several thousand active and pending security and suitability indices and files in accordance with Office of Management and Budget (OMB), Defense Counterintelligence and Security Agency (DCSA), Office of the Director of National Intelligence (ODNI), National Archives and Records Administration (NARA), and Departmental directives. 4. Serves as Functional Administrator, Program Specialist, Data Approver, and Reviewer providing technical guidance for BSEE and client organizations on the DCSA Electronic Questionnaires for Investigation Processing System (e-QIP) system. Initiates, reviews and releases to DCSA investigation requests within the e-QIP system. 5. Is a subject-matter-expert on (1) personnel security and suitability issues, (2) HSPD-12 credentials, and (3) National security issues. As such, resolves issues presented by managers, contracting offices, and other officials. Provides authoritative information and assistance to bureau and other officials serviced by BSEE using expertise on pertinent security policies and related matters, as well as the impact of security requirements on the bureau's or organization mission. Provides recommendations concerning the implementation of security policy. 6. Serves and an Adjudicator and a Read-Only-Sponsor in the Department's DOI Access system. Builds and reviews reports on access credentials for BSEE and its client organizations. Is responsible for tracking and resolving discrepancies in the data in this system, e.g. un-adjudicated credentials, duplicate records, partial terminations, etc. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Drug Test Requirement: This position is subject to both pre-employment and random drug testing as a condition of employment. Applicants will not be appointed to the position if a verified positive drug test is received. Salary Information: GS-11: ($82,764 - $107,590) per annum. GS-12: ($99,200 - $128,956) per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EECC-24-JB-170(DEU) for those applicants who wish to apply and be considered under Competitive Examining procedures.

Minimum Qualification Requirements: To qualify for this position you must meet A, B or C for the series/grade to which you are applying. GS-11 A. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR B. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Applying personnel security policy, procedures, techniques, equipment and methods to identify and report conflicts in procedural issues. 2) Assisting in making security clearance adjudications, suitability determinations and recommendations. 3) Directly related experience in the initiation and review of background investigation forms, using automated personnel security programs/systems daily for input, output analysis and correction of adjudication actions; AND 4) Responding to questions and inquiries involving personnel security as they relate to both national security, suitability, and credentialing determinations. Must Meet All. OR C. Combination of Education and Experience: Combination of total qualifying experience and education required for the grade level that totals 100% of the requirement. GS-12 A. Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Applying personnel security policy, procedures, techniques, equipment and methods to manage all aspects of the personnel security program to include, suitability, national security, and credentialing services. 2) Preparing all forms of written documentation associated with determinations for review and approval or adjudications. 3) Initiating and reviewing Defense Counterintelligence and Security Agency (DCSA) background investigation forms. 4) Experience with Personal Identification and Verification (PIV) credentials or issuance of PIV credential processes and systems; AND 5) Serving as a subject matter expert for questions and inquiries involving personnel security. Must Meet All. Note: Education not applicable to the GS-12 grade level. Applicant must meet the Specialized Experience defined above.
