Duties
This Program Analyst position is located in Acquisition Program Management (APM), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as the Component Acquisition Executive (CAE) independent Governance and Oversight Representative who engages and guides acquisition programs through the DHS Acquisition Lifecycle Framework (DHS-ALF), and provide programmatic and administrative support in guiding acquisition programs through the DHS Acquisition Review Team (ART) and DHS Acquisition Review Board (ARB) processes.
Advises management on the operational effectiveness and efficiency of assigned program(s). Provides recommendations to address areas of concern; oversees implementation of fixes and assesses effectiveness of solutions. Advise management on unusual or complex operational issues.
Evaluates the effectiveness of complex program operations in meeting goals and objectives. Recommends strategies to improve implementation and evaluation of programs.
Communicates management viewpoints on routine dealings with program managers and offices throughout TSA. Maintains effective communications with stakeholders in collaboration with Department of Homeland Security and other TSA offices to ensure dissemination of clear description of major duties and responsibilities are coordinated and consistently messaged to gain visibility and support for multi-modal initiatives and programs.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Advising on the acquisition review process and program management; and
Conducting qualitative and quantitative analytics to assess and suggest improvements for program effectiveness; and
Developing and conducting reviews of complex security material, service support plans, and/or information technology (IT) acquisition system documentation.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
