A successful candidate in this position will serve as the National Nuclear Security Administration (NNSA), Sandia Field Office (SFO), General Engineer/Physical Scientist (Explosive Safety) Subject Matter Expert (SME) The selectee will be responsible for explosive safety and explosive site planning, and for safety of research and development activities involving explosives for the Management and Operating Contract at Sandia National Laboratories.

Duties

As a General Engineer/Physical Scientist you will Serves as the technical authority in occupational safety such as explosive safety, electrical safety, hoisting and rigging safety, construction safety, etc. for all sites under the Sandia Field Office jurisdiction. Provides overview and expert advice for the Occupational Safety and Health Program to ensure compliance with the requirements of 10 CFR 851, 29 CFR 1910 and 1926; nuclear and non-nuclear facility operations to ensure conformance with accepted protective practices for physical hazards. Communicates orally and in writing sufficient to accurately and clearly interpret and/or develop NNSA policies, program plans, reports, and assessments and to communicate program requirements and technical recommendations. Serves as the SFO expert for DOE explosive site planning, and for safety of research and development activities involving explosives.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e. NN-03 or GS-13. Specialized experience for this position is defined as: Experience providing expert technical advice for an Occupational Safety and Health Program to ensure compliance with the requirements of Federal, State and local statutes for nuclear and non-nuclear facility operations to ensure conformance with accepted protective practices for physical hazards. Examples of qualifying specialized experience include: (Candidates must meet 3 out of 4) 1. Experience providing safety professional support to high explosive operations 2. Experience with developing/reviewing explosive safety site plans 3. Experience assessing compliance and performance of Occupational Safety Programs 4. Education

This position has a positive education requirement. You must meet the education requirements of either the General Engineer (0801) or Physical Scientist (1301) series listed below. General Engineer (801) - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). Physical Scientist (1301) - A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
