About the Position: Serves as a contract specialist responsible for complex pre-award and post-award functions, including acquisition planning, price/cost analysis, negotiation, administration, coordinating and controlling the full range of contracting functions from receipt of the requirement through contract close out.
Duties
Conduct "cradle-to-grave", or life cycle contracting.
Develop legally sufficient contracts at fair and reasonable prices which are in compliance with statutes, regulations, and policies.
Keep informed on changes to Government acquisition laws, regulations, policies, etc.
Determine method of contracting, type of contract, requirements of special provisions, inclusion of options and additives, and evaluation criteria.
Respond and deliver to customers what you say you will deliver, on time, with high quality, at or below cost.
Coordinate a number of contracts at the same time that are high dollar value and are complex/unique in nature.
Serve as contracting negotiator and functions as team leader during contractual negotiations.
Perform cost/price analysis, determines acceptability of technical proposals, conducts pre-award surveys to determine responsibility of prospective contractor.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Advanced Career Level Certification must be met within 4 years.
- Practitioner Career Level Certification must be met within 5 years.

In order to qualify, you must meet the requirements described below. Basic Requirement for Contracting Positions: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of Specialized Experience which includes performing work that involves Complex pre-award and post-award functions, including acquisition planning, price/cost analysis, negotiation, administration, coordinating and controlling the full range of contracting functions from receipt of the requirement through contract close out. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
