The Incumbent conducts comprehensive briefings to servicemen and women on the processes involved with Veterans Compensation claims. Incumbent is required to represent the VARO at functions such as VHA events, Veterans Service Organization events and report back the status of these efforts to the Service Center.

Duties

Explaining benefit programs and entitlement criteria; conducts interviews, identifies issues, gathers relevant evidence, and inputs data necessary to properly develop claims, to include the ordering and scheduling of VA examinations. Conducting interviews, identifying issues, gathering evidence and all other duties necessary to complete the claims process. Providing assistance in all aspects of the claims process to include review of service treatment records, completion of claim forms, and gathering of documentation regarding dependents or retirement information. Conducts thorough Service Treatment Record reviews to ensure appropriate disabilities are included on VA Claim forms. Maintains professional, positive and helpful relationships with customers by exercising tact, diplomacy and cooperation with all Veterans Benefits Administration partners. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. If you are a current VBA employee requesting a reassignment or change to a lower grade via this vacancy announcement, you must currently hold the GS-11(or higher) and the promotion potential of your current position must be at least GS- 11. You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as experience that has equipped the applicant with the knowledge of a complex field of laws, regulations, and Federal legislation pertaining to the full range of Veterans benefits and a comprehensive and thorough knowledge of state, federal, and local benefit programs in order to be able to explain them, both orally and in writing, to individuals of all educational backgrounds. Specialized experience includes knowledge of anatomy and physiology, diseases and disabilities to assess sources of evidence and information to arrive at claims-related decisions; this includes the ability to read, understand, and interpret medical and legal terminology. OR, Education: Substitution of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in Business, Management, Economics, Finance, or another degree with coursework that demonstrates the knowledge, skills, and abilities necessary to do this work of this position; or an LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: A high level of physical energy is required, as the incumbent will be expected to meet with many people in many different locations in the course of a workday.
