The Chief, Health Administration Service (HAS) collaborates in team-oriented, customer-driven, professional environment to develop new models of care that emphasize prevention, improve access and coordination of care; educate and empower patients and their families; enhance the customer experience with position human interactions and therapeutic alliances; and promote the coordination, continuity and integration of care.

Duties

Major duties of the position include but are not limited to: The Chief, HAS, formulates and issues policies, through the Medical Center Associate Director, relating to the broad areas of health administration. This provides a basis for sound administrative practices, defines responsibilities for carrying out specific functions, provides recognized authority consistent with applicable laws under which actions are taken to minimize the possibility of unauthorized action or favorable criticism and facilities decisions to promote consistency of interpretations and application across organizational lines. Oversees service management with Clinical Service Chiefs managing the daily operations of the sections of Health Administration Service to include but not limited to: Health Information Management, Enrollment and Eligibility, Clinical Documentation Improvement, Veterans Services, and Call Center & Specialty Scheduling located at the main medical campus and associated Community Based Outpatient Clinics (CBOCs). Formulates and issues policies, through the Medical Center Associate Director (AD), relating to the broad area of health administration. This provides a basis for sound administrative practices, defines responsibilities for carrying out specific functions, provides recognized authority consistent with applicable laws under which actions are taken to minimize the possibility of unauthorized action or unfavorable criticism and facilities decision to promote consistency of interpretations and application across organizational lines. Ensures Veteran's laws relating to the determination of eligibility for hospitalization and related services and benefits are applied appropriately. Manages the administrative support staff in recessing admissions, discharges and transfers of patients and the disposition of deceased patients, their funds, and effects. The Chief is also responsible for administrative functions relating to the management of personal funds of patients, such as approval of expenditures and withdrawals; procurement and purchase of articles and determination of the propriety of withdrawals for the payment of patients' obligations and debts. Advise and provide regular reports to Executive Leadership on HAS activities and support of administrative clinic management for the Medical Center. Serve as senior leader and subject matter expert (SME) representing the service of the facility wide councils, committees, workshops, and task forces in support of the integration of the service throughout the Medical Center. Oversees the development and implementation of annual training plan for the service through all phase's assessment, development, implementation, and evaluation. Designs and implements studies such as gap analysis, population modeling, service demand, needs assessment, Strength/Weakness/Opportunity/Challenges (SWOC), make/buy analysis, and other studies to analyze results/data to develop both short and long-range strategic direction/plan and annual business plan to the MCD to inform decisions in staffing levels/distribution, space, equipment, contract, budget/spend plan, education/training plan, and tactical objectives. Conducts analytical studies of manpower, workload, space, equipment and other resource utilization as requested or independently when personal judgment deems it appropriate to obtain information necessary to the decision-making process. Identifies trends, accomplishments and/or deficiencies related to the program to devise solutions or propose alternate courses of action. Prepares cost effectiveness studies of Medical Center operations and is responsible for the collection, interpretation and analysis of quantitative data relevant to the program being evaluated. Provides reports or briefings on the result of the studies. Work Schedule: Monday - Friday 0800- 1630 Telework: This position may be authorized for AD HOC telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience: tactical/operational expertise and professional competencies such as analytical skills, strategic thinking, innovation and high-level analytic and technological capabilities. Experience as a health care administration leader with expert knowledge of healthcare administration to include Health Information Management (Coding and Medical Records), Eligibility and Enrollment, Veteran Transportation, Clinical Operations, Scheduling, Call Center Management and Records Management. Ability to accurately identify and analyze prompt solutions to problems in health administration processes and applications using proper trouble shooting techniques, reporting and communication techniques. Skilled at evaluating and making recommendations on planned or proposed administrative processes and policies. Experience collaborating with other services in developing solutions and process for scheduling and other health administration processes and procedures. Ability to assess needs and support others through a leadership role, and in a highly professional, collegial, and collaborative manner throughout all levels of the organization. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
